                                                                              September 2016

                                           Description


       Viacom International, Inc. (“Viacom”), pursuant to Section 25.120(b)(3) of the

Commission’s Rules, hereby requests for a period of 60 days, beginning on September 8, 2016,

Special Temporary Authority (“STA”) to operate its fixed Earth station antenna under Site ID 1,

Antenna ID 1 (“Antenna ID 1”), for Call Sign E2707, with modified equipment and with updated

emission designators and updated polarization as requested in its pending modification

application, File No. SES-MOD-INTR2016-01994 (Submission ID: IB2016001994)

(“Modification Application”).

       Until the Modification Application is acted upon, Viacom requests STA on a pre-grant

basis to operate Antenna ID 1 as proposed in the Modification Application to allow for the

immediate and urgent transmission of cable television content in the public interest. Viacom is

already operating C-band antennas at this Hauppauge location under numerous FCC licenses,

including Call Sign E2707, which currently permits operation of multiple antennas at the same

site. Accordingly, there is no need to delay in granting Viacom permission to operate the

modified antenna described herein, on a temporary basis, without prejudice to final action on the

Modification Application.

       This STA requests the use of a Scientific-Atlanta Model 8016B antenna, which is

electrically identical to the originally authorized Scientific-Atlanta Model 8007 antenna, for

Antenna ID 1 in accordance with §25.118. This STA further requests that the emission

designators for Antenna ID 1 be changed from 36M0F3F to 36M0G7F and that the polarization


for Antenna ID 1 be changed from linear to circular as requested in the Modification

Application. The maximum EIRP density of the requested carrier, 36M0G7F, is less than or

equal to the maximum EIRP density of the currently licensed power on this Call Sign, and,

accordingly, frequency coordination is not required. Radiation hazard analysis for Antenna ID 1

has been carried out in compliance with the methods described in the Office of Engineering and

Technology Bulletin No. 65. The results are provided in Exhibit B to this request.

        For all of the foregoing reasons, Viacom respectfully requests that the Commission grant

this request for STA on a pre-grant basis for a period of 60 days commencing September 8,

2016.
