                   Hagerstown, Maryland Earth Station KA258

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 30 days—December 16, 2015 through
January 14, 2016—of the Special Temporary Authority (“STA”)1 previously granted Intelsat to use its
Hagerstown, Maryland Ku-band earth station—call sign KA258—to provide telemetry, tracking, and
command (“TT&C”) services for Galaxy 11 (S2253)2 during its drift from 55.6° W.L. to 60.1° E.L.3
Galaxy 11 began drifting on December 2, 2015. The drift is expected to take approximately six months.

TT&C operations will continue to be performed in the following frequencies: 14000.5 MHz, 14498.5
MHz, 11701 MHz, and 11702 MHz. The drift operations will be coordinated with all operators of
satellites that use the same frequency bands and are in the drift path.4 All operators of satellites in that
path will be provided with an emergency phone number where the licensee can be reached in the event
that harmful interference occurs.

In the extremely unlikely event that harmful interference should occur due to transmissions to or from its
earth station, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA extension request will allow Intelsat to continue to drift the Galaxy 11 satellite to its
new location. This, in turn, will allow Intelsat to meet a temporary customer demand at 60.1° E.L. and
thereby promotes the public interest.
