Intelsat will perform the operations in the uplink frequencies (Earth—to—space): 13997.50 MHz and 14499.50 MHz and the downlink frequencies (space—to— Earth): 12198.25 MHz and 12198.75 MHz within coordinated emission and power limits. The maximum EIRP shall not exceed 85 dBW per NTIA manual US 356. 2. All operators of satellites will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs, Currently the 24x7 contact information for the Intelsat 16 mission is as follows: Ph.: (703) 559—7701 — East Coast Operations Center (primary); (310) 525—5591 — West Coast Operations Center (back—up). Request to speak with Harry Burnham or Kevin Bell. 3. Operations, shall not cause harmful interference to, and shall not claim protection from, interference caused to it by any other lawfully operating station and it shall cease transmission(s) immediately upon notice of such interference. 4. In the event of any harmful interference under this grant of STA, Intelsat License LLC EQ60384 must cease operations immediately upon notification of such interference, and must inform the Commission, in writing, immediately of such an event. 5. Grant of this authorization is without prejudice to any determination that the Commission may make regarding pending or future Intelsat License LLC applications. 6. Any action taken or expense incurred as a result of operations pursuant to this STA is solely ‘at Intelsat License LLC‘s risk. 7. Operations during the period December 4, 2015 to the date of this grant were authorized pursuant to Section 1.62 of the Commission‘s rules 47 C.F. R. § 1.62. 8. Operations in the 13.75—14.0 GHz band may only exceed 85 dBw/carrier if an emergency situation exists and the applicant must notify FCCOperationCenter@fee.gov of the situation with a copy to paul.blais@fec.gov. 9. Washington, D.C. 20554 Re: Request for Extension of Special Temporary Authority Riverside, California Earth Station E060384 Dear Ms. Dortch: Intelsat License LLC ("Intelsat") herein requests an additional 30 days—through January 3, 2016—of Special Temporary ("STA")‘ previously granted Intelsat to use its Riverside, California Ku—band earth station—call sign E060384—to provide telemetry, tracking, and command ("TT&C") services for Intelsat 16 ($2750)° during its drift from 76.2° W.L. to 58.1° W.L.* Due to an unexpected delay, Intelsat 16 is now expected to begin drifting shortly. The drift is expected to take ten weeks. TT&C operations will be performed in the following frequencies: 12198.25 MHz, 12198.75 MHz, 13997.5 MHz, and 14499.5 MHz. The drift operations will be coordinated with all operators of satellites that use the same frequency bands and are in the drift path.* All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. Dortch December 1, 2015 Page 2 earthstation will be compatible with its electromagnetic environment and will not cause harmful interference into any lawfully operating terrestrial facility, or into Federal systems operating in the 13.75 —14.00 GHz band. In the extremely unlikely event that harmful interference should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the interference. Grant of this STA extension request will allow Intelsat to drift the Intelsat 16 satellite to its new location. This, in turn, will help satisfy customer demand at 58.1° W.L. orbital location and thereby promotes the public interest.
