Special Temporary Authority (STA)

Universal Space Network, Inc.(USN) is granted a STA for 30 days, beginning on December3,
2015, to operate a fixed earth stations in Naalehu, Hawaii, to assist Japanese Space Agency
(JAXA) and Swedish Space Corporation (SSC) with the earth flyby of the Hayabusa—2 spacecraft
on its way to collectasteroid samples. Communications shall consist oftelemetry receive only
for a single pass on December 3rd, 2015. Operation with the Hayabusa—2 satellite is limited to
the center frequency 8$424.860 MHz (space—to—Earth) under the following conditions:

1) This STA is being approved, to assist Japanese Space Agency (JAXA) and Swedish Space
Corporation (SSC) with the earth flyby of the Hayabusa—2 spacecraft on its way to collect
asteroid samples.

2) Operations under this STA shall not cause harmfulinterference to, and shall not claim
protection from, interference caused to it by any other lawfully operating station and it shall
cease transmission(s) immediately upon notice of such interference.

3) Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
USN‘s risk.

4) This actionis issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective immediately.
