Exhibit A DESCRIPTION OF STA REQUEST I. SUMMARY ISAT US, Inc. (“ISAT US”) hereby requests special temporary authority (“STA”) to operate all Earth station terminals subject to the Maritime License as amended 1 (the “GX Terminals”) while at fixed and/or temporary fixed locations within the continental United States (“CONUS”). The Commission previously granted the Maritime License for operation of the GX Terminals in a maritime environment, however ISAT US, by this STA, requests permission to use the GX Terminals while at fixed and/or temporary fixed locations on land within CONUS. ISAT US respectfully requests the Commission grant this STA for a 30 day period beginning October 27, 2015. II. DESCRIPTION OF STA REQUEST Operations of the GX Terminals under this STA would be within the technical parameters of the existing Maritime License for the GX Terminals and will be operated through the Lino Lakes Satellite Access Station authorized under call sign E120072. The Inmarsat-5 F2 ("I5 F2”) and the Lino Lakes Satellite Access Station have both been authorized for U.S. market access from the 55º W.L. orbital location. 2 Operations will be conducted in the following frequencies, which are the same as those already licensed by the Commission: Transmit: 29.5-30.0 GHz Receive: 19.7 – 20.2 GHz ISAT US incorporates by reference the technical parameters of the GX Terminals as set forth in the Maritime License that show compliance with the off-axis EIRP density levels in Section 25.138 of the Commission’s rules. with the existing Maritime License. It is expected that the GX Terminals will be used starting October 26, 2015 for 30 days. * * * * * Grant of the requested STA will serve the public interest, convenience and necessity because it will enable ISAT US to conduct testing and demonstrations of the GX network, the Lino Lakes station, and the Inmarsat-5 F2 spacecraft, within technical parameters consistent with the parameters described herein using the identified GX Terminals, without creating any risk of harmful interference. ISAT US seeks to perform testing and demonstrations with the GX Terminals at various sites throughout the CONUS at fixed and/or temporary fixed locations. ISAT US respectfully requests that the Commission grant STA beginning October 27, 2015 for a period of 30 days. 2
