                   Castle Rock, Colorado Earth Station E030096

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary Authority (“STA”)1 for
30 days, commencing November 15, 2015, to use its Castle Rock, Colorado Ku-band earth station—call
sign E030096—to provide telemetry, tracking, and command (“TT&C”) services for Galaxy 11 (S2253)
during its drift from 55.6° W.L. to 60.1° E.L.2 Galaxy 11 is expected to begin drifting no earlier than
November 15, 2015. The drift is expected to take approximately six months.

TT&C operations will be performed in the following frequencies: 14000.5 MHz, 14498.5 MHz, 11701
MHz, and 11702 MHz. The drift operations will be coordinated with all operators of satellites that use
the same frequency bands and are in the drift path.3 All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that harmful
interference occurs.

In the extremely unlikely event that harmful interference should occur due to transmissions to or from its
earth station, Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA request will allow Intelsat to drift the Galaxy 11 satellite to its new location. This, in
turn, will allow Intelsat to meet a temporary customer demand at 60.1° E.L. and thereby promotes the
public interest.
