Special Temporary Authority (STA)

Intelsat License LLC is granted a STA, under the following conditions, for 30 days,
beginning September 30, 2015, to operate its Ku—band earth station, Call Sign KA258, in
Hagerstown, Maryland, to provide launch and early orbit phase ("LEOP") services for the
ArSat—2 satellite at permanentorbitallocation 81.0° W.L., licensed by Argentina. The in—
orbit testing location will be 81.0° W.L. The launchis expected to be on September 30,
2015.

1. Uplink (Earth—to—space) frequencies will be on 14001.75 MHz and 14499.60 MHz
(LHCP) within the coordinated emission and powerlimits.

2. Downlink (space—to—Earth) frequencies will be on 11701.75 MHz and 12198.25 MHz
(RHCP).

3. All operators ofsatellites will be provided with an emergency phone number where the
licensee can be reached in the event that harmful interference occurs, Currently the 24x7
contact information for the Intelsat 30 mission is as follows: Ph.: (703) 559—7701 — East
Coast Operations Center (primary); (310) 525—5591 — West Coast Operations Center
(back—up). Request to speak with Harry Burnham or Kevin Bell.

4. All operations under this grant of STA shall be on an unprotected and non—harmful
interference basis. Intelsat‘s KA258 shall not cause harmfulinterference to, and shall not
claim protection from interference caused to it by, anyother lawfully operating radio
communication system.

5. In the event of any harmfulinterference under this grant of STA, Intelsat License LLC
KA258 must cease operations immediately upon notification of such interference, and
must inform the Commission, in writing, immediatelyof such an event.

6. Grant ofthis authorization is without prejudice to any determination that the
Commission may make regarding pending or future Intelsat License LLC applications.

7. Any action taken or expense incurred as a result of operations pursuant to this STA is
solely ‘at Intelsat License LLC‘s risk.

8. This action is issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated., ..       9m

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing September 30, 201 5, to use its Hagerstown, Maryland Ku—band earth station—call
sign KA258—to provide launch and early orbit phase (“LEOP”) services for the ArSat—2 satellite.
ArSat—2 is expected to be launched on September 30, 2015." The LEOP period is expected to last
approximately 10 days."

The ArSat—2 LEOP operations will be performed in the following frequencies: 14001.750 MHz and
14499.600 MHz (LHCP) in the uplink, and 11701.750MHz and 12198.250 MHz (RHCP) in the
downlink. The LEOP operanons will be coordmated with all operators of satellites that use the same
frequency bands and are in the LEOP path.* All operators of satellites in that path will be provided with
an emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

The 24x7 contact information for the ArSat—2 mission is as follows:

In the extremely unlikely event that harmful interference should occur due to transmissions to or from its
earth station, Intelsat will take all reasonable steps to eliminate the interference.


‘ Intelsat has filed its STA request, an FCC Form 159, a $195.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").
* The permanent orbital location for ArSat—2, which Intelsat understands is licensed by Argentina, will be at 81.0°
W.L. The in—orbit testing location will be 81.1° W.L.
* Intelsat is seeking authority for 30 days to accommodate a possible launch delay.
4 Telespazio, the manager of the ArSat—2 mission, will handle the coordination.

Finally, Intelsat clarifies that during the ArSat—2 LEOP mission, Telespazio will serve as the mission
manager. Telespazio will build and send the commands to the Intelsat antenna, which will process and
execute the commands. Telemetry received by Intelsat will be forwarded to Telespazio. Intelsat will
perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in
control of the baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch the ArSat—2 satellite. This, in turn, will help
provide new services at the 81.0° W.L. orbital location and thereby promotes the public interest.
