Intelsat License, LLC is granted STA extension from SES— STA—20150204—00060, for 30 days,
from August 15, 2015 to September 13, 2015, to operate its earth station, Call Sign KA265,
located in, Paumalu, Hawaii, to provide launch and earlyorbit phase services for the Eutelsat—
115 West B, licensed and registered by Mexico, as it travels to its permanent orbitallocation
114.9° W.L. Communications will be on the following center frequencies: 6421.5 MHz and
6423.5 MHz in the (Earth—to—Space) and 4199 MHz and 4199.8 MHz in the (Space—to—Earth) and
under the following conditions:

1. Intelsat License, LLC will coordinate with operators ofco—frequency satellitesin the drift
path.

2. Operations in the uplink frequencies will be within the coordinated parameters of the
antenna‘s current license.

3 Operations, shall not cause harmful interference to, and shall not claim protection from,
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice ofsuch interference.

4. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding pending or future Intelsat License, LLC‘s applications.

5. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
Intelsat License, LLC‘s risk.

6. This actionis issued pursuantto Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an additional 30 days—from August 15, 2015 through
September 13, 201 5—of the Special Temporary Authonty ("STA")‘ previously granted Intelsat to use
its Paumalu, Hawaii C—band earth station—call sign KA265—to provide launch and early orbit phase
("LEOP") services for the Eutelsat—1 1 5WB satelllte that was launched on March 1, 2015." The LEOP
period is expected to last approximately 196 days.

The Eutelsat—1 15WB LEOP operations are being performed in the following frequency bands: 6423.5
MHz and 6421.5 MHz in the uplink (LHCP), and 4199.0 MHz and 4199.8 MHz in the downlink
(LHCP). The LEOP operatxons are being coordmated with all operators of satellites that use the same
frequency bands and are in the LEOP path." All operators of satellites in that path will be provided with
an emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

electronically via the International Bureau‘s Filing System ("IBFS").

In further support of this request, incorporates by reference Exhibits A and C submitted with its original
STA request, which contain technical information that demonstrates that the operation of the earth
station will be compatible with its electromagnetic environment and will not cause harmful interference
into any lawfully operating terrestrial facility prior to launch. In the extremely unlikely event that
harmful interference should occur due to transmissions to or from its earth station, Intelsat will take all
reasonable steps to eliminate the interference. Intelsat also notes that for purposes of the Eutelsat—
115WB LEOP mission, it is seeking to operate in the frequencies listed in the request at power levels not
to exceed 25.5 dBW.

Finally, Intelsat clarifies that during the Eutelsat—11 5WB LEOP mission, Boeing will continue to serve
as the mission manager. Boeing will build and send the commands to the Intelsat antenna, which will
process and execute the commands. Telemetry received by Intelsat will be forwarded to Boeing.
Intelsat will perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will
remain in control of the baseband unit, RF equipment, and antenna.

Grant of this STA extension request will allow Intelsat to help launch the Eutelsat—1 15WB satellite.
This, in turn, will help ensure continuity of service at the 114.9° W.L. orbital location and thereby
promotes the public interest.

     Intelsat License LLC herein requests an additional 30 days, from August 15, 2015 through
     September 13, 2015, of the Special Temporary Authority previously granted Intelsat to use
     its Paumalu, Hawaii C—band earth station, call sign KA265, to provide launch and early
    orbit phase services for the Eutelsat—115WB satellite that was launched on March 1, 2015.
