                  9.2m Ka-band Antenna, Riverside, California

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary Authority (“STA”)1 for
30 days, commencing May 20, 2015, to utilize a 9.2m Ka-band antenna located at its Riverside,
California teleport to provide launch and early orbit phase (“LEOP”) services for the DIRECTV-15
satellite. DIRECTV-15 is expected to be launched on May 20, 2015.2 The LEOP period is expected to
last approximately 10 days.3

The DIRECTV-15 LEOP operations will be performed in the following frequency bands: 29502.5 MHz
and 29505.9 MHz (LHCP & RHCP) in the uplink, and 20198.5 MHz and 20199.5 MHz in the downlink
(LHCP & RHCP). The LEOP operations will be coordinated with all operators of satellites that use the
same frequency bands and are in the LEOP path.4 All operators of satellites in that path will be provided
with an emergency phone number where the licensee can be reached in the event that harmful
interference occurs.

  DIRECTV-15 will be in-orbit tested at 66.8° W.L. and the satellite’s permanent orbital location will be 102.75°
W.L. The 9.2m Ka-band antenna will not be used to drift the satellite to its permanent location. DIRECTV-15 is
a hybrid multi-band satellite, which includes payloads in three frequency bands. DIRECTV Enterprises, LLC has
been licensed by the United States for the 17/24 GHz BSS portion of this satellite under call sign S2712 and has

Grant of this STA request will allow Intelsat to help launch the DIRECTV—15 satellite. This, in turn,
will help provide additional capacity at the 102.75° W.L. orbital location and thereby promotes the
public interest.
