3. The Power flux—density from Flock 1 satellite operating in the 8025—8400 MHz band
must not exceed the limits in No. 22.5 or Table 21—4 of the International
Telecommunication Union‘s Radio Regulations or the limits in ITU—R Recommendation
SA—1157. 3.

4. Planet Labs must disable the data transmitters in the 8025—8400 MHz band on Flock 1
satellites on a one—for—one basis as Flock 1b satellites commence operations in that
frequency band.

5. In the event that there is a report of interference, Denali must immediately terminate
transmissions and notify the FCC in writing.


6. Grant of this authorization is without prejudice to any determination that the Commission
may make regarding any other pending or future Denali applications or the Planet Labs
Earth Exploration Satellites identified as Flock 1 (Call Sign $2912).

7. Transmitter(s) must be turned off during antenna maintenance to ensure compliance with
the FCC—specified safety guidelines for human exposure to radiofrequency radiation in the
region between the antenna feed and the reflector. Appropriate measures must also be taken
to restrict access to other regions in which the antennas‘ power flux—density levels exceed the
specified guidelines.

8. Denali shall take extraordinary measures to ensure that the antenna does not create the
potential for exposure of persons who may be within the immediate vicinity of
radiofrequency radiation in excess of FCC safety guideline to prevent human exposure in
excess of the FCC—specified safety limits. Warning signs, such as those discussed in the
FCC‘s OET Bulletin 65, shall be posted informing members of the public to keep outside the
exposure area that exceeds limit.

9. Coordination of operations with the Society of Broadcast Engineers are coordinator is
required prior to operations in the 2055.345 to 2056.655 MHz frequency band.

10. Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely at Denali ‘s own risk.

11. This action is issued pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

12. Description

special Temporary Authority for uplink of S—band and UHF—band from the 7.6 meter antenna on Call
Sign E990069.     This temporary uplink will communicate with the Planet Labs Earth Exploration
Satellites identified as Flock 1 thru Flock 28 (Call Sign §2912). This STA will provide support to
the deployment and testing of the Planet Labs Earth Exploration Satellites.      f


                 Description of Request for Special Temporary Authority

Denali 20020, LLC requests special temporary authority to a operate a proposed S—band and UHF earth
station off an existing earth station licensed under Call Sign E990069 and located in Brewster,
Washington. The proposed earth station will transmit at S—band frequency ranges (2055.345 to 2056.655
MHz) and UHF frequency ranges (449.970 to 450.03 MHz). Testing will involve communications with the
Flock 1 thru Flock 28 constellation of non—geostationary orbit (NGSO) Earth Exploration Satellite Service
(EESS) imaging satellites.

Launch of the Flock 1 satellites to the International Space Station (ISS) occurred in January 2014.
Throughout the months of February and March 2014, all 28 satellites will gradually be deployed from
the ISS into low earth orbit and activated. Denali 20020, LLC has an immediate need to assist the
operators of these satellites with the testing of operations. Pending testing results during the granted
STA period, Denali 20020, LLC intends to file for permanent modification of their existing Call Sign
E990069 to add the frequencies requested in this current filing.

Denali 20020, LLC understands that UHF—band operations will be on a non—interference and non—
protected basis only.
