Special Temporary Authority (STA)




Intelsat License LLC is granted, under the following conditions, STA for 30 days, to use its
Fillmore, California C—band earth station, call sign E4132, to provide launch and early orbit
phase (LEOP) services to the GSAT—14 satellite. The satellite‘s permanent orbital location will
be at 74.0 deg E.L. The satellite is expected to be launched in late September 2013.

1. Uplink to GSAT—14 on 6415.0 MHz and 6410.896 MHz (CP) within coordinated emission
and power limits.

2. Downlink from GSAT—14 on 4195.776 MHz and 4199.28 MHz (CP) .

3. The LEOP operations must be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that
harmful interference occurs. Currently the 24x7 contact information for the GSAT—14 LEOP
mission is as follows: Ph.: (202) 944—7701 — East Coast Operations Center (primary); (310) 525—
5900 — West Coast Operations Center (back—up). Request to speak with Harry Burnham or Kevin
Bell.

4. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License
LLC, E4132, shall not cause harmful interference to, and shall not claim protection from,
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference.

5. Grant of this authorization is without prejudice to any determination that the Commission
may make regarding pending or future Intelsat License LLC applications.

6. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

                Dear Ms. Dortch:

                Intelsat License LLC ("Intelsat") herein requests an additional 30 days ——
                through September 30, 2013 —— of the Special Temporary Authority
                ("STA")‘ previously granted Intelsat to use its Fillmore, California C—
                band earth station E4132 to provide launch and early orbit phase
                ("LEOP") services for the GSAT—14 satellite that, due to an unexgected
                launch delay, is now scheduled to be launched in late September." The
                LEOP period is expected to last approximately 10 days."

                The GSAT—14 LEOP operations will be performed in the following
                frequency bands:

                Uplink: 6415.0 MHz and 6410.896 MHz (CP); and
                Downlink: 4195.776 MHz and 4199.28 MHz (CP).

                The LEOP operations will be coordinated with all operators of satellites
                that use the same frequency bands and are in the LEOP path.* All
                operators of satellites in that path will be provided with an emergency

                fee and this supporting letter electronically via the International Bureau‘s
                Filing System ("IBFS").

                Report No. SES—01575, File No. SES—STA—20130626—00542 (Aug. 7,
                2013) (Public Notice). The permanent orbital location for GSAT—14 will
                be 74.0° E.L. The in—orbit testing location has not yet been determined,
                but will be out of range of E4132.

                * Intelsat is seeking authority for 30 days to accommodate any further
                launch delay.

                * The Indian Space Research Organisation ("ISRO"), which is the
                manufacturer of, and LEOP mission manager for, GSAT—14, will handle
                the coordination.

phone number where the licensee can be reached in the event that
harmful interference occurs.

The 24x7 contact information for the GSAT—14 LEOP mission is as
follows:

In further support of this extension request, Intelsat incorporates by
reference Exhibits A and B of its initial STA request which contain
technical information that demonstrates that the operation of the earth
station will be compatible with its electromagnetic environment and will
not cause harmful interference into any lawfully operating terrestrial
facility, as well as a waiver request. In the extremely unlikely event that
harmful interference should occur due to transmissions to or from its
earth station, Intelsat will take all reasonable steps to eliminate the
interference.

Intelsat also notes that for purposes of the GSAT—14 LEOP mission, it is
seeking to operate in the frequencies listed in the request at a maximum
input power level not to exceed 26.5 dBW. The technical information
submitted with the STA request reflects a higher maximum input power
level of 34.0 dBW because that is the level at which Intelsat might
operate in the event an emergency necessitates the use of a higher power
level in order to command the satellite.

Finally, Intelsat clarifies that during the GSAT—14 launch, the spacecraft
will be controlled by ISRO, which is the manager of the LEOP mission.
ISRO will build and send the commands to the Intelsat antenna, which
will process and execute the commands. Telemetry received by Intelsat
will be forwarded to ISRO. Intelsat will remain in control of the
baseband unit, RF equipment and antenna.

Grant of this STA extension request will enable Intelsat to help launch
the GSAT—14 satellite. This, in turn, will serve the public interest by
providing new capacity at the satellite‘s permanent location of 74.0° E.L.
