Washington, D.C. 20554 Re: Request for Extension of Special Temporary Authority Fillmore, California Earth Station E4132 Dear Ms. Dortch: Intelsat License LLC (“Intelsat”) herein requests an additional 30 days— from July 11, 2013 through August 8, 2013— of the Special Temporary Authority ("STA")1 previously granted Intelsat to use its Fillmore, California C-band earth station -- call sign E4132 -- to provide launch and early orbit phase (“LEOP”) services for the IRNSS- 1A satellite. 2 The extension is required because the satellite’s launch has been delayed and currently is scheduled for July 1, 2013. The LEOP period is expected to last approximately 10 days.3 The IRNSS-1A LEOP operations will be performed in the following frequency bands: Uplink: 6415.0 MHz and 6421.48 MHz (CP); and Downlink: 4194.0 MHz and 4199.28 MHz (CP). The LEOP operations will be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path.4 All operators of satellites in that path will be provided with an emergency 1 Intelsat has filed this STA request, an FCC Form 159 and a $180.00 filing fee electronically via the International Bureau's Filing System. 2 See Satellite Communications Services Information; Actions Taken, Report No. SES-01588, File No. SES-STA-20130523-00446 (Public Notice) (June 12, 2013). The permanent orbital location for IRNSS-1A will be 55.0° E.L. The in-orbit testing location has not yet been determined, but will be out of range of E4132. 3 Intelsat is seeking authority for 30 days to accommodate a possible further launch delay. 4 The Indian Space Research Organisation, which is the manufacturer of, and LEOP mission manager for, IRNSS-1A, will handle the coordination.

In support of this further extension request, Intelsat incorporates by reference the materials submitted with its original STA request which contain technical information that demonstrates that the operation of the earth station will be compatible with its electromagnetic environment and will not cause harmful interference into any lawfully operating terrestrial facility, as well as a waiver request. In the extremely unlikely event that harmful interference should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the interference. Intelsat also notes that for purposes of the IRNSS-1A LEOP mission, it is seeking to operate in the frequencies listed in the request at a maximum input power level not to exceed 26.5 dBW. The technical information submitted with the STA request reflects a higher maximum input power level of 34.0 dBW because that is the level at which Intelsat might operate in the event an emergency necessitates the use of a higher power level in order to command the satellite. Finally, Intelsat clarifies that during the IRNSS-1A launch, the spacecraft will be controlled by ISRO, which is the manager of the LEOP mission. ISRO will build and send the commands to the Intelsat antenna, which will process and execute the commands. Telemetry received by Intelsat will be forwarded to ISRO. Intelsat will remain in control of the baseband unit, RF equipment and antenna. Grant of this STA request will enable Intelsat to help launch the IRNSS-1A satellite. This, in turn, will serve the public interest by providing new capacity at the satellite’s permanent location of 55.0º E.L.
