SES—STA—20130118—00068 and SES—STA— 20130109—00029 Dear Ms. Dortch: Intelsat License LLC ("Intelsat"), at the request of the staff of the International Bureau, herein supplements its above referenced requests for Special Temporary Authority ("STA") for 30 days to use the above referenced earth stations located in Hagerstown, Maryland and Riverside, California to provide launch and early orbit phase ("LEOP") and in—orbit testing ("IOT") services for the Amazonas—3 satellite that is expected to be launched on February 6, 2013. Specifically, in response to the staff‘s inquiry, Intelsat clarifies that during the Amazonas—3 launch and IOT, the spacecraft will be controlled by Loral, which is the satellite‘s manufacturer and the manager of the launch and IOT mission. Loral will build and send the commands to the Intelsat antennas, which will process and execute the commands. Telemetry received by Intelsat will be forwarded to Loral. Intelsat will remain in control of the baseband unit, RF equipment and antennas. Please direct any further questions regarding this STA request to the undersigned at (202) 944—7848.
