Intelsat License LLC is granted a 30—day extension of the current STA SES—STA—20121018—
00942 to operate its earth station, Call Sign E040125, in Riverside, California to continue to
provide launch and early orbit phase ("LEOP") services for the Star One C3 satellite at 75° WL
under the following conditions:

2. The Star One C3 TT&C operations will be performed only on uplink frequencies 6423.5 MHz
and 6425.5 MHz and downlink frequencies 4199.0 MHz and 4199.5 MHz. The maximum uplink
EIRP transmitted during the LEOP operations will be 84.6 dBW (85.4 dBW/MHz), with an
emission designator of 832KF2D.

3. Intelsat will coordinate with operators of co—frequency satellites in the drift path.

4. Operations in the uplink frequencies will be within the coordinated parameters of the antenna‘s
current license.

5. Operations, shall not cause harmful interference to, and shall not claim protection from,
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference.

6. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding pending or future Intelsat License LLC applications.

7. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at
Intelsat License LLC‘s risk.

8. Pursuant to Section 1.62 of the Commission‘s rules, 47 C.F.R. § 1.62, continued operation of
this station with Star One C3 at 75° WL under previously granted STA file number SES—STA—
20121018—00942 with grant date of November 8, 2012 continued in effect until grant of this
authorization.

This action is issuedpursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. §0.261, and is effective immediately.

Temporary Authority previously granted Intelsat to use its C—band earth station E040125 located in
Riverside,        California to provide launch and early orbit phase services for the Star One C3
satellite that was        launched on November 10,   2012.   This extension is requested in order to
complete the LEOP mission.

             Dear Ms. Dortch:

             Intelsat License LLC ("Intelsat") herein requests a 30—day extension
             — through January 6, 2013 — of Special Temporary Authority
             ("STA")! previously granted Intelsat to use its C—band earth station
             EQ40125 located in Riverside, California to provide launch and
             early orbit phase ("LEOP") services for the Star One C3 satellite
             that was launched on November 10, 2012. This extension is
             requested in order to complete the LEOP mission.

             The Star One C3 LEOP operations will continue to be performed in
             the following frequency bands: 6423.5 MHz and 6425.5 MHz
             (uplink), and 4199.0 MHz and 4199.5 MHz (downlink). The
             continued LEOP operations will be coordinated with all operators of
             satellites that use the same frequency bands and are in the LEOP
             path. All operators of satellites in that path will be provided with an
             emergency phone number where the licensee can be reached in the
             event that harmful interference occurs.                  _




             ‘ Intelsat has filed its STA request, an FCC Form 159, a $180.00
             filing fee and this supporting letter electronically via the
             International Bureau‘s Filing System ("IBFS").
              See Satellite Communications Services Information; Actions Taken,
             Report No. SES—01502, File No. SES—STA—20121018—00942 (Public
             Notice) (Nov. 14, 2012). The Star One C3 satellite is licensed by
             Brazil and has been authorized to serve the United States from the
             75° W.L. orbital location in the extended Ku—bands. See Policy
             Branch Information; Actions Taken, Report No. SAT—00880, File
             No. SAT—LOI—20110914—00180 (July 6, 2012) (Public Notice)
             (authorizing U.S. market access in the 13.75—14.0 GHz and 10.95—
             11.2 GHz frequency bands). The satellite will be in—orbit tested at
             73° W.L.

In further support of this extension request, Intelsat incorporates by
reference Exhibits A and B of the original STA request, which
contain a waiver request, as well as technical information that
demonstrates that the operation of the earth station will be
compatible with its electromagnetic environment and will not cause
harmful interference into any lawfully operating terrestrial facility.
In the extremely unlikely event that harmful interference should
occur due to transmissions to or from its earth station, Intelsat will
take all reasonable steps to eliminate the interference.

Intelsat also notes that for purposes of the Star One C3 LEOP
mission, it is seeking to operate in the frequencies listed in the
request at power levels not to exceed 26.5 dBW. The technical
information submitted with the original STA request reflects a
power level as high as 29.1 dBW because that is the level at which
Intelsat might operate in the event an emergency necessitates the use
of a higher power level in order to command the satellite.

Grant of this STA extension request will allow Intelsat to help
launch the Star One C3 satellite. This, in turn, will help ensure
continuity of existing services at the 75° W.L. location, and thereby
promotes the public interest.
