Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a 60-day extension – through
June 14, 2012 – of the Special Temporary Authority (“STA”)1 previously
granted Intelsat to utilize its new Riverside, California Ku-band earth station
prior to grant of permanent operating authority.2 Specifically, the antenna will
continue to communicate in the frequency bands 10950-11200 MHz, 11450-
12200 MHz and 14000-14500 MHz with Intelsat 18 at 180.0º E.L. Intelsat has
a pending application for authority to use this antenna to transmit in these
frequencies on a permanent basis.3

Intelsat seeks an extension of this STA in order to continue performing antenna
testing. This testing serves the public interest by ensuring that the antenna can
carry services for customers as soon as the antenna is permanently licensed.

In support of this request, Intelsat incorporates by reference its pending
application for authority to use this antenna to transmit in these frequencies on
a permanent basis.4 The application contains detailed technical information
that demonstrates that the operation of the earth station will be compatible with
its electromagnetic environment and will not cause harmful interference into
any lawfully operating facility. In the extremely unlikely event that harmful
interference should occur, Intelsat will take all reasonable steps to eliminate
the interference.
