                          REQUEST FOR EXTENSION
                     OF SPECIAL TEMPORARY AUTHORITY



Introduction

         Pursuant to Section 25.120 of the Commission’s rules, Telesat Network

Services, Inc. (“Telesat”) hereby requests extension of its Special Temporary

Authority (“STA”) 1 to operate a 15-m antenna, which is licensed under Call Sign

KA399 and is located at Telesat’s teleport in Mt. Jackson, Virginia, as a temporary

replacement for its 9-m antenna, which had exhibited signs of failure and has

been taken out of service for repairs. During this replacement period the 15-m

antenna has been communicating with Telstar 11N, which is not an authorized

point of communication on the license for the antenna.

         Extension of Telesat’s STA is needed because repairs on the 9-m antenna

have not been completed. Accordingly, Telesat is hereby seeking an additional

30-day period in which to operate its 15-m antenna as a temporary replacement.



Discussion

         As it noted in its initial request, Telesat sought STA when it was ready to

begin repairs on its 9-m antenna. Telesat’s failing 9-m antenna serves as a hub

for earth stations on vessels (ESVs). It provides this service via Telesat’s Telstar

11N, which is located at 37.55° W.L.

       Telesat’s 15-m antenna is located immediately adjacent to the 9-m antenna,

making it an ideal temporary replacement. The license for the 15-m antenna

specifies a satellite at 8° W.L. as a point of communication. Telesat sought an

STA for the 15-m antenna to communicate with Telstar 11N at 37.55° W.L. during

the replacement period. While it serves as a temporary replacement, Telesat’s

15-m antenna has been operating using the same frequencies and power levels as

the failing 9-m antenna.

       Telesat’s STA extension request is supported by good cause. Telesat’s 9-m

antenna is in critical need of maintenance. In its initial request, Telesat noted that

this maintenance could take 30 to 60 days. Although Telesat had hoped 30 days

would be sufficient, there are several important features of the repairs that have

yet to be completed. Grant of the instant STA extension request will facilitate the

completion of this maintenance and help ensure that Telesat can maintain

continuity of service while maintenance is ongoing.

       Accordingly, and for good cause shown, Telesat respectfully requests that

its STA extension request be granted.
