Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary
Authority (“STA”)1 for 60 days, from November 8, 2011 through January 6,
2012, to utilize its new Hagerstown, Maryland Ku-band earth station prior to
grant of permanent operating authority. The antenna will communicate in the
frequency bands 10950-12200 MHz and 14000-14500 MHz. Intelsat has a
pending application for authority to use this antenna to transmit in these
frequencies on a permanent basis.2

Intelsat plans to use earth station E110120 to transition traffic from another
antenna that is scheduled to undergo upgrades and maintenance. This upgrade
and maintenance work must be completed in time to transition the services on
the upgraded antenna to a new satellite launching in mid-November of 2011.
As such, the scheduled upgrade and maintenance work cannot be delayed.

In support of this request, Intelsat incorporates by reference its pending
application for authority to use this antenna to transmit in these frequencies on
a permanent basis.3 The application contains detailed technical information (in
Exhibits A and B) that demonstrates that the operation of the earth station will
be compatible with its electromagnetic environment and will not cause harmful
interference into any lawfully operating facility. In the extremely unlikely
event that harmful interference should occur, Intelsat will take all reasonable
steps to eliminate the interference.

Grant of this STA request will enable Intelsat to ensure continuity of service to
customers while it completes the upgrades and maintenance to another
