Intelsat is granted, under the following conditions, Special Temporary Authority for 30 days,
from September 30, 2011 through October 29, 2011 to use its Fillmore, California C—band earth
station, call sign E4132, to provide launch and early orbit phase (LEOP) services to the SES—2
satellite at its permanent orbital location 87° W.L. SES—2 satellite was launched on September
20, 2011.

1. Uplink to SES—2 @87° W.L on 6423.5 MHz (LHCP) within coordinated emission and power
limits.               %

2. Downlink from SES—2 @87° W.L on 3700.5 MHz and 4199.5 MHz (RHCP).

3. The LEOP operations must be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be provided
with an emergency phone number where the licensee can be reached in the event that harmful
interference occurs. Currently the 24x7 contact information for the SES—2 LEOP mission is as
follows: Ph.: (202) 944—7701 — East Coast Operations Center (primary); (310) 525—5900 — West
Coast Operations Center (back—up). Request to speak with Harry Burnham or Kevin Bell.

4. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License
LLC, E4132, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference.

5. Pursuant to Section 1.62 of the Commission‘s rules, 47 C.F.R. § 1.62, continued operation
of this station with SES—2 under SES—STA—20110805—00916 with grant date of August 16,
2011 continued in effect until grant of this authorization.

station,    call sign E4132,   to provide launch and early orbit phase services to the SES—2 satellite
that,   due to an unexpected launch delay,    is now scheduled to be launched on September 20,   2011.

               Dear Ms. Dortch:

               Intelsat License LLC ("Intelsat") requests a thirty—day extension — through
               October 23, 2011 — of the Special Temporary Authority ("STA")‘
               previously granted Intelsat to use its Fillmore, California C—band earth
               station — call sign E4132 — to provide launch and early orbit phase
               ("LEOP") services to the SES—2 satellite that, due to an unexpected launch
               delay, is now scheduled to be launched on September 20, 2011." The
               LEOP period is expected to last approximately 10 days."

               The SES—2 LEOP operations will be performed in the following frequency
               bands: 6423.5 MHz (LHCP) (uplink); and 3700.5 MHz and 4199.5 MHz
               (RHCP) (downlink). The LEOP operations will be coordinated with all
               operators of satellites that use the same frequency bands and are in the
               LEOP path. All operators of satellites in that path will be provided with an
               emergency phone number where the licensee can be reached in the event
               that harmful interference occurs.

               ‘ Intelsat has filed its STA request, an FCC Form 159, a $180.00 filing fee
               and this supporting letter electronically via the International Bureau‘s

In further support of this request, Intelsat incorporates by reference Exhibit
A. of its initial STA request, which contains technical information that
demonstrates that the operation of the earth station will be compatible with
its electromagnetic environment and will not cause harmful interference
into any lawfully operating terrestrial facility, Intelsat notes that although
it has coordinated a power level of 34.2 dBW, it expects to operate within
the 26.5 dBW maximum level permitted by the FCC. A higher power level
will only be used in case of emergency. In the extremely unlikely event
that harmful interference should occur due to transmissions to or from its
earth station, Intelsat will take all reasonable steps to eliminate the
interference.

Grant of this STA request will enable Intelsat to help launch the SES—2
satellite, This will serve the public interest by ensuring continuity of
service at the satellite‘s permanent location of 87.0° W.L.
