Intelsat License LLC F4132 SES—STA—20110920—01118 Intelsat is granted, under the following conditions, Special Temporary Authority for 30 days, from September 30, 2011 through October 29, 2011 to use its Fillmore, California C—band earth station, call sign E4132, to provide launch and early orbit phase (LEOP) services to the SES—2 satellite at its permanent orbital location 87° W.L. SES—2 satellite was launched on September 20, 2011. 1. Uplink to SES—2 @87° W.L on 6423.5 MHz (LHCP) within coordinated emission and power limits. % 2. The LEOP operations must be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path. All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. In further support of this request, Intelsat incorporates by reference Exhibit A. of its initial STA request, which contains technical information that demonstrates that the operation of the earth station will be compatible with its electromagnetic environment and will not cause harmful interference into any lawfully operating terrestrial facility, Intelsat notes that although it has coordinated a power level of 34.2 dBW, it expects to operate within the 26.5 dBW maximum level permitted by the FCC. A higher power level will only be used in case of emergency. In the extremely unlikely event that harmful interference should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the interference. Grant of this STA request will enable Intelsat to help launch the SES—2 satellite, This will serve the public interest by ensuring continuity of service at the satellite‘s permanent location of 87.0° W.L.
