                                   Application for Earth Station Special Temporary Authority

                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

         News 12 New Jersey L.L.C. (“News 12”), pursuant to the provisions of Section 25.120 of
the rules and regulations of the Federal Communications Commission (“FCC” or
“Commission”), hereby requests that the Commission grant it special temporary authority
(“STA”), for a period of sixty (60) days, beginning on September 14, 2011, to operate the
facilities associated with the temporary fixed satellite earth station (the “Station”) affixed to a
new satellite news-gathering truck prior to the grant of the application that News 12 recently
submitted seeking authorization for the Station (IBFS File No. SES-LIC-INTR2011-04227).

         News 12 is a 24-hour local news channel dedicated to serving 14 counties in New Jersey.
News 12 currently reaches more than 1,800,000 homes in Northern and Central New Jersey.
News 12 is part of News 12 Networks, which is the first, largest, and most-watched regional
news network. News 12 brings critical and timely information about unfolding events to New
Jersey residents. Timely access to news – like the recent flood conditions – is an important way
that News 12 helps viewers protect the safety of their life and property. News 12 uses a series of
satellite facilities to facilitate the news-gathering process. Fixed temporary earth station facilities
like the Station are particularly helpful in providing live feeds of news events.

         The Station will serve the New Jersey area and provide valuable support to News 12’s
existing news-gathering facilities. As noted above, News 12 has submitted an application for a
permanent license for the Station. The news-gathering truck and associated communications
equipment referenced in the application (including the Station) were prepared and delivered
earlier than anticipated, however, and therefore News 12 seeks authority to operate the Station
under STA so that it may begin using the Station for its news-gathering functions as soon as
possible. Use of the Station will allow News 12 to more quickly provide viewers with important
news and information at the highest levels. Without grant of this STA request, News 12 will not
be able to provide as complete coverage. News 12 requests authority to operate the Station using
the same parameters under which it plans to operate under the permanent authorization.
Therefore, these temporary operations are in the public interest.

       Accordingly, the FCC is requested to issue STA to News 12, effective September 14,
2011, for a period of sixty (60) days, so that it may use its temporary fixed earth station for
news-gathering purposes prior to the issuance of a permanent authorization. If there are any
