          Fillmore, California C-band Earth Station E860175

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a one-week extension – from
June 16, 2011 through June 22, 2011 – of the Special Temporary Authority
(“STA”)1 previously granted Intelsat to utilize its Fillmore, California C-band
earth station to perform a semi-annual command and range test of emergency
TT&C transmissions to the DBSD-G1 (f/k/a ICO-G1) satellite at 92.85° W.L.2
The test will continue to be conducted in the frequency bands 6424.5 MHz and
5925.5 MHz (uplink) and 3701.5 MHz and 4198.5 MHz (downlink).

Intelsat seeks this extension because the testing was delayed due to technical
issues related to installation of the Ka-band antenna chillers. As DBSD only
today informed Intelsat of the need for continued testing, Intelsat was unable to
file this extension request at least three business days prior to expiration as
required by the rules.3

As noted in the initial STA request, Intelsat’s license for this antenna provides
authority to use this antenna to provide emergency TT&C services to this
satellite in these frequencies on a permanent basis for five days.4 The
proposed continued test operations will be conducted in accordance with the
parameters of the current license. Accordingly, the operation of the earth
station for the proposed test will be compatible with the antenna’s

electromagnetic environment and will not cause harmful interference into any
lawfully operating facility. In the extremely unlikely event that harmful
interference should occur, Intelsat will take all reasonable steps to eliminate
the interference.

Grant of this STA extension request will enable Intelsat to assist DBSD (f/k/a
ICO) in ensuring the reliability of emergency TT&C services for the DBSD—
G1 satellite at 92.85° W.L. This, in turn, serves the public interest by helping
to ensure continuity of MSS services to consumers from this location.
