Special Temporary Authority is granted from 5—25—2011 to 7—25—2011 to support FAA Air Traffic
Control operations in Hodgen, Oklahoma due to tornado recovery efforts in the Joplin, MO area
under the following conditions.

1. Earth station operations are limited to transmission and reception to AMC—3 at 87 W within the
Emission / Frequency Range (MHz) 77KOG7D / 5925.0 — 5978.0 77KOGT7D / 6030.0 — 6425.0
applied for in the attached application.
2. All operations shall be on an unprotected and non—harmful interference basis, i.e., Harris shall
not cause harmful interference to, and shall not claim protection from, interference caused to it by
any other lawfully operating station.
3. Harris must complete an electronic application of this request via the FCC licensing portal,
http://licensing.fec.gov/myibfs/ and pay all required filing fees.
4. In the event that there is a report of interference, Harris must immediately terminate
transmissions and notify the FCC in writing.
5. Harris must notify FCC at the conclusion of this event.
6. Harris must comply with all FAA antenna height restrictions defined in 47 CFR Part 17.
7. Harris must make all reasonable and customary measures to ensure that the temporary earth
station does not create a potential for harmful non—ionizing radiation to persons who may be in the
vicinity of the earth station when it is in operation. At a minimum, permanent warning labels shall
be fixed to the earth station and its housing warning of the radiation hazard and including a
diagram showing the regions around the earth station where radiation levels could exceed 1
.OmW/em2. The earth station operator shall be responsible for assuring that individuals do not
stray into the regions around the earth station where there is a potential for exceeding the
maximum permissible exposure limits required by 47 C.F.R. §1.1310. This shall be accomplished
by means of signs, caution tape, verbal warnings, placement of the earth station so as to
minimize access to the hazardous region, and/or other appropriate means.
8. Harris must identify the call sign of the damage earth station.

2.4m C Band Temporary Transportable Earth Station




Harris Corporation ("Harris") hereby requests Special Temporary Authority for a sixty day
period beginning May 25, 2011 to deploy a 2.4m Flyaway C—Band terminal to a location in
Hodgen, Oklahoma in order to support FAA Air Traffic Control operations.‘ The terminal will
provide communications between aircraft in the area and the Memphis Air Route Traffic Control
Center (ARTCC).

The existing FAA terrestrial communications are carried via a microwave network, which has
recently experiencing disruptions caused by a series of severe weather related events in the area.
Satellite technology was selected to provide temporary connections because the Hodgen,
Oklahoma location is isolated and there are no other viable networks in the vicinity which could
provide the necessary communications to promptly restore this disruption. Deployment of the
2.Am Flyaway C—Band terminal will allow critical air traffic communications to be uplinked via
the Harris satellite network back to the Memphis ARTCC and the Air Traffic Controllers until
the existing terrestrial system can be repaired and/or replaced.

Harris submits that a grant of this application will serve the public interest because it will assist
the FAA‘s mission of ensuring flight safety.
