Washington, DC 20554 Re: Request for Special Temporary Authority 9.2m Ka-band Antenna, Riverside, California Dear Ms. Dortch: Intelsat License LLC (“Intelsat”) herein requests Special Temporary Authority (“STA”)1 for 30 days commencing June 6, 2011 to utilize a 9.2m Ka-band antenna located at its Riverside, CA teleport to provide launch and early orbit phase (“LEOP”) services to the ViaSat-1 satellite, which is scheduled to be launched on June 6, 2011.2 The ViaSat-1 LEOP operations will be performed in the following frequency bands: 29.5005 GHz and 29.503 GHz (uplink, RHCP) and 19.701 GHz and 19.703 GHz (downlink, RHCP). The LEOP operations will be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP path.3 All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. The satellite’s permanent orbital location will be 115.1° W.L. The satellite is licensed by the Isle of Man and has been authorized to serve the United States. See Policy Branch Information; Actions Taken, Report No. SAT-00627, File No. SAT-LOI- 20080107-00006 (Aug. 24, 2009) (Public Notice). 3 Space Systems Loral, the manufacturer of the ViaSat-1 satellite and the manager of its LEOP mission, will do the coordination.

In further support of this request, Intelsat notes that for purposes of the ViaSat— 1 LEOP mission, it is seeking to operate in the frequencies listed above at the nominal power level of 88 dBW. As noted above, the transmissions proposed herein will be coordinated with potentially affected operators of co—frequency _ satellites. In the extremely unlikely event that harmful interference should occur, Intelsat will take all reasonable steps to eliminate the interference. Grant of this STA request will enable Intelsat to help launch the ViaSat—1 satellite. This will serve the public interest by prov1d1ng additional broadband service to consumers in the United States.
