Intelsat is granted, under the following conditions, Special Temporary Authority for 30 days,
from May 18, 2011 through June 16, 2011, to use its Clarksburg, Maryland C—band earth
station, call sign KA275, to provide launch and early orbit phase LEOP services to the
GSAT—8 satellite that is expected to be launched on May 18, 2011.

1. Uplink to GSAT—8 on 6415.0 MHz and 6419.32 MHz (RHCP) within coordinated
emission and power limits.

2. Downlink from GSAT—8 on 4186.848 MHz and 4195.776 MHz (LHCP).

3. The LEOP operations must be coordinated with all operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event
that harmful interference occurs. Currently the 24x7 contact information for the ST—2 LEOP
mission is as follows: Ph.: (202) 944—7701 — East Coast Operations Center (primary); (310)
525—5900 — West Coast Operations Center (back—up). Request to speak with Harry Burnham
or Mike Munion.

4. In the event of any harmful interference, Intelsat shall cease operations immediately upon
notification of such interference, and shall inform the Commission, in writing, immediately
of such an event.

5. Waiver of application requirements under 25.114 is for LEOP service only. That is, for
communications prior to the satellite attaining its final location in the geostationary orbit and
on a non—interference basis.

6. Waiver of application requirements under 25.137 is for LEOP service only based on the
understanding that GSAT—8 was manufactured and will be operated by Indian Space
Research Organization, and is licensed by India, which is a WTO—member country and that
at its permanent orbital location of 55.0° E.L., GSAT—8 will not serve the United States.

     Intelsat License LLC herein requests a grant of Special Temporary Authority for 30 days,
     from May 18,       2011 through June 16,              2011,     to use its Clarksburg,              Maryland C—band earth
     station, call sign KA275, to provide launch and early orbit phase services for the GSAT—S8
     satellite that is expected to be launched on May 18, 2011.

           Dear Ms. Dortch:

           Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary
           Autbority ("STA")‘ for 30 days, from May 18, 2011 through June 16, 2011, to
           use its Clarksburg, Maryland C—band earth station —— call sign KA275 —— to
           provide launch and early orbit phase ("LEOP") services for the GSAT—8
           satellite that is expected to be launched on May 18, 2011." The LEOP period
           is expected to last approximately 10 days."

           The GSAT—8 LEOP operations will be performed in the following frequency
           bands:

           Uplink: 6415.0 MHz and 6419.32 MHz (RHCP)
           Downlink: 4186.848 MHz and 4195.776 MHz (LHCP)

           The LEOP operations will be coordinated with all operators of satellites that
           use the same frequency bands and are in the LEOP path. All operators of
           satellites in that path will be provided with an emergency phone number where
           the licensee can be reached in the event that harmful interference occurs.

           ‘ Intelsat has filed its STA request, an FCC Form 159, a $175.00 filing fee and
           this supporting letter electronically via the International Bureau‘s Filing
           System ("IBFS").
             The permanent orbital location for GSAT—8 is 55.0° E.L.
           * Intelsat is seeking authority through June 16, 2011 to accommodate a possible
           launch delay.

 In further support of this request, Intelsat is attaching Exhibits A and B, which
 contain technical information that demonstrates that the operation of the earth
 station will be compatible with its electromagnetic environment and will not
 cause harmful interferenceinto any lawfully operating terrestrial facility, as
 well as a waiver request. Intelsat notes that although it has coordinated a
 power level of 34.4 dBW, it expects to operate within the 26.5 dBW maximum
 level permitted by the FCC. A higher power level will only be used in case of
 emergency. In the extremely unlikely event that harmful interference should _
 occur due to transmissions to or from its earth station, Intelsat will take all _
 reasonable steps to elumnate the interference.

 Grant of this STA request will allow Intelsat to help launch the GSAT—8
 satellite to the 55.0° E.L. location. This, in turn, will promote the public
 interest by ensuring continuity of service from that location.
