                             Description of STA Renewal Request

        Comtech Mobile Datacom Corporation ("CMDC") hereby requests that the Commission
renew and extend, with condition, the special temporary authority ("STA") that the Commission
granted with condition on December 7, 2010 for E090027 in File No. SES—STA—20101112—
01423. CMDC filed a request to extend or renew this STA on January 31, 2011 (see File No.
SES—STA—20110131—00076), but CMDC has not seen any action on this request. In the
alternative, CMDC asks that the Commission grant CMDC‘ s application for permanent authority
to cover the operations currently authorized by the STA (see File No. SES—MOD—20110131—
00094). This application was placed on public notice by the Commission on February 23, 2011
(see Report No. SES—01324) and thus is ripe for grant.

        The STA gives CMDC authority to operate the mobile earth terminals ("METs")
presently authorized pursuant to E090027 in portions of the L—band (1525—1544/1545—1559 MHz
and 1626.5—1645.5/1646.5—1660.5 MHz) on SkyTerra 1 during its testing phase and on MSAT—2
in orbital locations other than those currently listed on the license. CMDC‘s permanent license
authorizes CMDC to operate its MET‘s on MSAT—2 at 101.3°W.L. LightSquared Subsidiary
LLC ("LightSquared") has launched SkyTerra 1 as the replacement satellite for MSAT—2 and is
in the process of locating this satellite at 101.3°W.L. and moving MSAT—2 to 103.3°W.L. It is
CMDC‘s understanding that its MET‘s will continue to operate with MSAT—2 for an estimated
eight (8) months after MSAT—2 is repositioned, until SkyTerra 1 has been fully tested, service is
transitioned to the new satellite, and MSAT—2 is taken out of service.

        Grant of this STA renewal request will serve the public interest as it will enable CMDC
to continue to meet the needs of CMDC‘s existing customers, including the U.S. Army, for
services provided on LightSquared‘s satellites. CMDC accepts and complies with any condition
imposed in the original STA grant and acknowledges and accepts that grant of this STA renewal
request will be similarly conditioned. CMDC further acknowledges that any grant of this STA
renewal request is without prejudice to, and will be conditioned on, the Commission‘s final
action on any CMDC application.

       For the reasons set forth above, CMDC respectfully requests that its STA be renewed and
extended, or that the application in File No. SES—MOD—20110131—00094 be granted, no later
than April 5, 2011.
