Re: Request for a 60 day Special Temporary Authority (STA)


Dear Mr. Blais,

        Pursuant to Section 25.120(a) of the Rules and Regulations ("Regulations") of the
Federal Communications Commission, Northern Kentucky University seeks consideration for a
request for 60 day Special Temporary Authority (°‘STA") to operate a new earth station in
Highland Hts., KY.

        Northern Kentucky University is requesting a 60 day STA to start satellite operations
while their permanent FSS Ku—band application (SES—LIC—20101221—01555 / E100139) is
currently pending on Public Notice with the Commission. Northern Kentucky University does not
have a terrestrial interconnection to both of their regional radio stations, to be operated under
terms of an MOA, that serves the public interest, and therefore is requesting a 60 day STA to
keep broadcast programming on the air. The MOA is signed with stations WPFB, Middletown,
OH and WPAY, Portsmouth OH. We are under contract for a Feb. 1, 2011 start. WNKU will
operate the stations as an extension of our non—commercial, public radio service from Northern
Kentucky University.

         Northern Kentucky University accordingly urgently requests that a 60 day STA be granted
so that the reliable broadcast service to the public in key regional areas can be satisfied and
maintained forthwith.
