Dear Ms. Greet:

You have voluntarily reported to the FCC, on behalf of your company, Universal Space Network
(USN), that it operated a remote ground station on the Big Island of Hawaiian in support of the
launch and early orbit phase of the KA-SAT satellite from 19 December 2010 to 25 Dec 2010
without having obtained the requisite prior approval from the FCC.

         USN, a USA company, is in the business of providing critical TT&C support for satellites
and allied ground facilities during their launch phases. USN has practiced before the
Commission for nearly 15 years without incident, until committing the infraction mentioned
above.
         In consideration of your letter of 7 February 2011 and based on your previous record of
compliance with FCC rules, we have no plans to pursue this matter any further. However, we
caution USN to be more diligent going forward. We do, of course, acknowledge your
forthrightness in bringing this matter to our attention.
