                                Paumalu, Hawaii C—band Earth Station KA268

            Dear Ms. Dortch:

            Intelsat North America LLC ("Intelsat") herein requests a grant of Special _
            Temporary Authority ("STA")‘ for 60 days, from January 1, 2011 through
             March 1, 2011, to utilize its Paumalu, Hawaii C—band earth station KA268 to
           _ communicate with the Intelsat 602 satellite at 178.0° E.L. using new emission
            designators, as well as the emission designators currently contained in the
            current license, in the frequency bands 3700—4200 MHz in the downlink and
            5925—6425 MHz in the uplink prior to grant of permanent operating authority."
            Because 178.0° E.L. is within the coordinated satellite arc for this antenna, and
            because the maximum EIRP densities per carrier of the new emission.
            designators are covered by the frequency coordination limits of the current
            license, no additional coordination is required."

            Intelsat plans to use this antenna beginning January 1, 2011 to provide services
            in support of a U.S. government customer. Because these services are critical
            to this U.S. government customer‘s operations in the Pacific region, Intelsat
            respectfully requests expeditious treatment of this request.

            In support of this request, Intelsat incorporates by reference its concurrently
            filed application for authority to use this antenna to communicate with Intelsat
            602 using the new and existing emission designators. The application contains
            detailed technical information (in Exhibits B—D) that demonstrates that the


            ‘ Intelsat has filed this STA request, an FCC Form 159, a $175.00 filing fee
            and this supporting letter electronically via the International Bureau‘s Filing
            System ("IBFS").
            2 Intelsat has today filedan application for permanent authority to transmit to
            Intelsat 602 using these new emission designators as well as the emission
            designators already contained in the license. See Intelsat North America LLC

            (filed Dec. 13, 2010).

parameters of the operation of the earth station will be consistent with the
coordinated current license and, therefore, will not cause harmful interference
into any lawfully operating facility. In the extremely unlikely event that
harmful interference should occur, Intelsat will take all reasonable steps to
eliminate the interference.

Grant of this STA request will enable Intelsat to begin providing service to its
U.S: government customer in accordance with the contractual start of service
date. This, in turn, will allow the customer to provide critical services in the
Pacific region, thus serving the public interest.
