The Special Temporary Authority (STA) is granted for 60 days from January 10, 2011 through
March 10, 2011 with the following operating conditions:


  1.     No harmful interference can be caused to any lawfully operating satellite network or radio
  communication system and requested STA operations must cease immediately upon
  notification of harmful interference. Further, Intelsat North America, LLC shall notify the
  Commission in writing that it has received such a notification within 14 days of receipt.

  2.   Use of the 3625—3700 MHz frequency band shall comply with the terms of footnotes US245
 and NG185 to the Table of Frequency Allocations, 47 C.F.R. § 2.106, US245, NG185, and
 Section 2.108 of the Commission‘s rules, 47 C.F.R. § 2.108, which limit the use of these
 frequencies to international, intercontinental satellite systems, subject to case—by—case
 electromagnetic compatibility analysis with all users of the band.

  3.    1) This earth station is authorized to receive in the frequency band 3650—3700 MHz on a
       secondary non—protected basis (see U.S. Table of Frequency Allocations footnote NG169)
       and must accept any interference caused by the operation of any service that has primary
       status within the band.

       2) In accordance with US245, the applicant is aware of the potential allocation and
       electromagnetic compatibility issues in 5850—5925 MHz band, and agrees to accept this
       potential for unacceptable interference in accordance with footnote G2 and these fixed—
       satellite service operations are limited to international inter—continental satellite systems
       (S818)§ IDKT : JO611738

   4. In the 3625 — 3700 MHz band, this authorization shall be consistent with the Report and
   Order and MO&O in ET Docket No. 04—151 and WT Docket 05—96 as well as footnote NG169
   to the table of allocations. All new earth station operations in the 3625 — 3700 MHz band after
   December 8, 2000 shall be on a secondary basis.

    5. The grant of this STA does not prejudice action on any related applications to permanently
   authorize this earth station.

     Dear Ms. Dortch:

  Intelsat North America LLC (“Intelsat”) herein requests a grant of Spec1a1
. Temporary Authority ("STA")‘ for 60 days, from January 10, 2011 through
  March 10, 2011, to utilize its new Hagerstown, Maryland C—band earth station
  prior to grant of permanent operating authority. The antenna will
  communicate in the frequency bands 3625—4200 MHz and 5850—6425 MHz.
  Intelsat has a pending application for authority to use this antenna to transmit
  in these frequencies on a permanent basis.*

     Antenna E100118 is the first of several antennas that Intelsat is placing at its
     Hagerstown, Maryland teleport that will replace antennas currently in use at
     the company‘s Clarksburg teleport. Intelsat will, over the next 24 months        _
     commencing January 2011, be relocating its Clarksburg teleport operations to
     Hagerstown because it will be losing its lease for the Clarksburg teleport
     property in 2013. Intelsat wishes to begin testing the E100118 antenna in
     January to ensure that existing customer services can be transferred to it from .
     Clarksburg according to the relocation schedule.

     In support of this request, Intelsat mcorporates byreference its pending
     application for authonty to use this antenna to transmit in these frequencies on
     a permanent basis." The application contains detailed technical information (in
     Exhibits B—D) that demonstrates that the operation of the earth station will be
     compatible with its electromagnetic environment and will not cause harmful
     interference into any lawfully operating facility. In the extremely unlikely
     event that harmful interference should occur, Intelsat —will take all reasonable
     steps to eliminate the interference.                                      '

     ‘ Intelsat has filed this STA request, an FCC Form 159, a $175.00 filing fee
     and this supporting letter electromcally via the Intematlonal Bureau‘s Filing
      System ("IBFS").
