                               Hagerstown, Maryland C—band Earth Station E100118

           Dear Ms. Dortch:

           Intelsat North America LLC ("Intelsat") herein requests a grant of Special
           Temporary Authority ("STA")‘ for 60 days, from January 10, 2011 through
           March 10, 2011, to utilize its new Hagerstown, Maryland C—band earth station
           prior to grant of permanent operating authority. The antenna will
           communicate in the frequency bands 3625—4200 MHz and 5850—6425 MHz.
           Intelsat has a pending application for authorlty to use this antenna to transmit
           in these frequencies on a permanent basis."

           Antenna E100118 is the first of several antennas that Intelsat is placing at its
           Hagerstown, Maryland teleport that will replace antennas currently in use at
           the company‘s Clarksburg teleport. Intelsat will, over the next 24 months
           commencing January 2011, be relocating its Clarksburg teleport operations to
           Hagerstown because it will be losing its lease for the Clarksburg teleport
           property in 2013. Intelsat wishes to begin testing the E100118 antenna in
           January to ensure that existing customer services can be transferred to it from
           Clarksburg according to the relocation schedule.

           In support of this request, Intelsat incorporates by reference its pending
           application for authorlty to use this antenna to transmit in these frequencies on
           a permanent basis." The application contains detailed technical information (in
           Exhibits B—D) that demonstrates that the operation of the earth station will be
           compatible with its electromagnetic environment and will not cause harmful
           interference into any lawfully operating facility. In the extremely unlikely
           event that harmful interference should occur, Intelsat will take all reasonable
           steps to eliminate the interference.

           ‘ Intelsat has filed this STA request, an FCC Form 159, a $175.00 filing fee
           and this supporting letter electronically via the Internat1onal Bureau‘s Filing
           System ("IBFS").

Grant of this STA request will enable Intelsat to begin earth station transition
operations in accordance with the schedule that has been communicated to
customers, thereby serving the public interest. Intelsat respectfully requests
