                      Castle Rock, Colorado Earth Station KL92

  Dear Ms. Dortch:

  PanAmSat Licensee Corp. ("PanAmSat") herein requests a 30—day extension ——
  through January 12, 2011 —— of the Special Temporary Authority ("STA*)‘
_ previously granted to use its Castle Rock, Colorado Ku—band earth station ——
  call sign KL92 —— to provide launch and early orb1t phase ("LEOP") services
  for the recently launched SkyTerra—1 satellite." This 30—day extension is
  requested because the SkyTerra—1 satellite has experienced unexpected
  technical issues requiring continued use of the KL92 antenna.

  The SkyTerra—1 LEOP operations will continue to be performed in the
  following frequency bands: 13249.0 MHz and 12751.0 MHz (uplink), and
  11201.0 MHz and 11202.0 MHz (downlink). The LEOP operations have been
  coordinated with all operators of satellites that use the same frequency bands
  and are in the LEOP path. All operators of satellites in that path have been
  prov1ded with an emergency phone number Where the licensee can be reached
  in the event that harmful interference occurs.

 In further support of this request, PanAmSat is incorporating herein by
 reference Exhibit A to its original STA request, which contains technical


  ‘PanAmSat has filed its STA request, an FCC Form 159, a $175.00 filing fee
  and this supporting letter electronically via the International Bureau‘s Filing
  System ("IBFS").

 permanent orbital location for SkyTerra—1, which is licensed by the United

information that demonstrates that the operation of the earth station will be
compatible with its electromagnetic environment and will not cause harmful
interference into any lawfully operating terrestrial facility.

In the extremely unlikely event that harmful interference should occur due to
transmissions to or from its earth station, PanAmSat will take all reasonable
steps to eliminate the interference.

Grant of this STA extension request will allow PanAmSat to continue assisting
with the launch of the SkyTerra—1 satellite to the 101.3° W.L. location. This,
in turn, will allow LightSquared (£/k/a SkyTerra) to offer next—generation MSS
services at that location, and thereby promotes the public interest.
