              Description of Request for Special Temporary Authority


        MTN License Corp. (“MTN”) has filed an application to add a new 6.3 meter
transmit/receive antenna to its existing license operating under Call Sign E070218 in
Holmdel, New Jersey. A reference copy of this application (Submission ID:
IB2010002129) is included with this request. As detailed in the application, MTN
proposes to use the new antenna to transmit in the extended (13.8-14.0 GHz) Ku-band
with all such transmissions to communicate with Estrela do Sul 1 (Telstar 14), located in
the 63° W.L. orbital slot, or Telstar 11N, located in the 37.55 W.L. orbital slot.

         MTN has an immediate need to operate the subject antenna using the 13.8-14.0
GHz Ku-band frequencies. Accordingly, MTN respectfully requests special temporary
authority (“STA”) to operate in the extended Ku-band using the antenna for 60 days,
beginning July 8, 2010 and ending September 6, 2010. STA is required to permit MTN
to test the antenna’s performance prior to beginning full operations under the proposed
permanent authority.

        As explained in the application for permanent authority, MTN recognizes and
agrees that its transmit operations in the 13.8-14.0 GHz band are subject to footnote
US356 of the U.S. Table of Frequency Allocations, 47 C.F.R. §2.106, and Section
25.204(f) of the Commission's rules, 47 C.F.R. §25.204(f), which require fixed-satellite
service earth stations operating in the 13.75-14.0 GHz band to operate with an equivalent
isotropically radiated power (“EIRP”) of between 68 and 85 dBW. To the extent that
MTN’s STA operations involve carriers whose operations fall below the minimum
required EIRP, MTN will not claim any additional interference protection beyond that
which it would otherwise be entitled to claim were it operating at the minimum 68 dBW
EIRP limit.

        In summary, and on the basis of the information provided above, MTN
respectfully requests, for a period of 60 days commencing on July 8, 2010, authority to
transmit in the 13.8-14.0 GHz Ku-band using the 6.3 meter antenna proposed to be added
to Call Sign E070218.
