              REQUEST FOR SPECIAL TEMPORARY AUTHORITY

                                 Earth Station E860317


         SES Americom, Inc. (“SES Americom”) hereby requests special temporary
authority (“STA”) for a period of 60 days to permit earth station E860317 to
communicate with the NSS-7 spacecraft in the conventional Ku-band, pending the grant
of its application to modify the earth station license. Specifically, SES Americom is
requesting authority to operate the earth station using wider bandwidth carriers, higher
EIRP levels and across a wider satellite arc than is currently authorized under the
E860317 license.1 SES Americom respectfully requests temporary authority to begin no
later than February 21, 2009.

        Earth station E860317 is already authorized to communicate with the permitted
space stations list using the entire conventional Ku-band. The Netherlands-licensed NSS-
7 spacecraft is on the permitted space station list. By this application (and the related
modification application), SES Americom is seeking authority to change the authorized
technical parameters of the E860317 license to support a new service for the United
States Coast Guard. As noted above, this new service requires an increase in power, a
wider emission designator, and an expansion of the antenna’s authorized satellite arc to
include NSS-7 at 22° W.L. The technical parameters of the new service are listed in
Appendix A. No terrestrial coordination is required as the conventional Ku-band
frequencies are not shared on an equal basis with terrestrial services.

       Grant of the requested STA is in the public interest as it will support proposed
services for the United States Coast Guard.
