                    REQUEST FOR SPECIAL TEMPORARY AUTHORITY
                          Call Signs: E070027 and E090076

       DIRECTV Enterprises, LLC ("DIRECTV") hereby requests Special Temporary
Authority ("STA") for up to 30 days to conduct telemetry, tracking and control
("TT&C") operations for the DIRECTV 12 satellite (call sign $2797), from its Castle
Rock, Colorado and New Hampton, New Hampshire earth stations (call signs E070027
and E090076, respectively) during orbit—raising maneuvers.‘ DIRECTV will use
29255.00 and 29497.00 MHz for its command uplinks and 18302.25 and 18302.75 MHz
for its telemetry downlinks. DIRECTV requests that the STA commence on or about
January 18, 2009.

       DIRECTV 12 is scheduled for launch in late December 2009. DIRECTV has
requested temporary authority to conduct IOT of the Ka—band payload at 76° W.L. before
moving the satellite to its requested orbital location." The STA requested herein will
support the orbit—raising phase of the DIRECTV 12 mission. DIRECTV is requesting
authority for two earth stations to ensure the maximum amount of flexibility in
conducting these operations, and in the interest of redundancy should a problem arise
with one of the antennas. DIRECTV will coordinate with potentially affected satellite
operators in accordance with industry practice, and will operate on a non—interference
basis.

        The requested STA will serve the public interest by ensuring that the DIRECTV
12 satellite arrives in geostationary orbit safely and in good working order so that it can
make productive use of valuable spectrum/orbital resources as soon as possible.
Accordingly, DIRECTV respectfully requests that the Commission grant this STA
request as expeditiously as possible.




    These earth stations are licensed to operate across the entire Ka band (18.3—18.8/19.7—
    20.2 GHz downlink, 28.35—28.6/29.25—30.0 GHz uplink), and include authorizations
    for TT&C operations.
