     Intelsat North America LLC herein requests a grant of STA for 30 days,                                        from November 14,
     2009 through December 13,              2009,     to use its Clarksburg,              Maryland C—band earth station,                    call
     sign KA275,      to provide LEOP services for the Intelsat                         14   satellite that          is expected to be
     launched on November 14,              2009.      The LEOP period is expected to last approximately 10 days.

               Dear Ms. Dortch:

               Intelsat North America LLC (“Intelsat”) herem requests a grant of Special
               Temporary Authority ("STA")for 30 days, from November 14, 2009through
               December 13, 2009, to use its Clarksburg, Maryland C—band earth station ——
               call sign KA275 —— to provide launch and early orbit phase ("LEOP") services
               for the Intelsat 14 satellite that is expected to be launched on November 14,
               2009.> The LEOP period is expected to last approximately 10 days."

             . The Intelsat 14 LEOP operations will be performed in the féllowing frequency
               bands:

                    e —5927.0 MHz and 5932.0 MHz in the uplink, and
                          3709.0 MHz and 3710.0 MHz primary in the downlink
                          3704.0 MHz and 3705.0 MHzalternate in the downlink.
                The LEOP ope;auons will be coordinated with all operators of satellites that
                ‘use the same frequency bands and are in the LEOP path. All operators of
             .. satellites in thatpath will be provided with an emergencyphone number where
               the licensee can be reached in the event that harmful interference occurs.

  In further support of this request, Intelsat is attaching Exhibits A and B, which
  contain technical information concerning the Intelsat 14 LEOP operations.
  Intelsat also notes that for purposes of the Intelsat 14 LEOP mission, it is
  seeking to operate in the frequencies listed in the request at power levels not to
  exceed 26.5 dBW. The technical information submitted with the STA request
 reflects a higher power level of 34.4 dBW because that is the level at which _
 Intelsat might operate in the event an emergency necessitates the use of a
 higher power level in order to command the satellite.

  Grant of this STA request will allow Intelsat to help launch the Intelsat 14
  satellite to the 45.0° W.L. location. This, in turn, will help ensure continuity of
  service to customers at that location, thereby promoting the public interest.
