43. Description. (Summarize the nature of the application and the services to be provided). USN‘s ground station in Hawaii shall be used to assist Space Systems Loral and Sirius XM Radio during the launch and early orbit phase (LEOP) of the Sirius FM—5 spacecraft. Communications shall consist of telemetry, telecommand, data delivery, and control of the satellite. LEOP shall consist of a period no longer than Launch +12 days.
