                         DESCRIPTION OF REQUEST FOR RENEWAL
                           OF SPECIAL TEMPORARY AUTHORITY

        Pursuant to Section 25.120 of the Commission‘s rules, 47 C.F.R. § 25.120, Thrane &
Thrane Airtime Ltd. ("T&T Airtime") requests that the Commission renew the special temporary
authority ("STA") granted in File No. SES—STA—20060522—00857, as extended by File No. SES—
STA—20090210—00162, for an additional 60 days to allow T&T Airtime to provide Inmarsat‘s
Broadband Global Area Network ("BGAN®") service using up to 5,000 mobile earth terminals
("METs") operating in the L—band in conjunction with the Inmarsat 4F3 satellite located at the
97.65° W.L. orbital location.‘
                                              BACKGROUND

       On May 22, 2006, T&T Airtime filed an application (the "T&T Airtime BGAN
Application") for a blanket license to operate 20,000 METs with Inmarsat‘s BGAN service (File
No. SES-LFS-?_OOGOS22-00852).2 On May 22, 2006, T&T Airtime also filed an STA application
to allow T&T Airtime to provide Inmarsat‘s BGAN service using up to 5,000 METs operating in
the L—band in conjunction with the Inmarsat 4F2 satellite located at the 52.75° W.L. orbital
location (File No. SES—STA—20060522—00857). The Commission granted this application on
June 30, 2006. T&T Airtime‘s authority to provide BGAN service under this STA was set to
expire on August 29, 2006, however an extension ofthis STA was filed with the Commission on
August 22, 2006 (File No. SES—STA—20060822—01424). Further extensions of this STA were
filed with the Commission on October 19, 2006 (File No. SES—STA—20061019—01868),
December 19, 2006 (File No. SES—STA—20061219—02199), February 20, 2007 (File No. SES—
STA—20070220—00256), April 19, 2007 (File No. SES—STA—20070419—00486), June 19, 2007
(File No. SES—STA—20070619—00830), August 17, 2007 (File No. SES—STA—20070817—01101),
October 18, 2007 (File No. SES—STA—20071018—01434), December 18, 2007 (File No. SES—
STA—20071218—01719), February 19, 2008 (File No. SES—STA—20080219—00171), April 18,
2008 (File No. SES—STA—20080418—00475), June 23, 2008 (File No. SES—STA—20080623—
00835), and August 19, 2008 (File No. SES—STA—20080819—01073), and October 17, 2008 (File
No. SES—STA—20081017—01335).




‘ On January 7, 2009, Inmarsat‘s BGAN service was relocated from the 4F2 satellite located at 52.75° W.L. to the
4F3 satellite at 97.65° W.L, consistent with Inmarsat‘s application for authority to communicate with the 4F3
satellite from the Paumalu, Hawaii satellite access station (See FCC File No. SES—LIC—20080306—00242).

* T&T Airtime has also filed an application for authority under Section 214 of the Communications Act to offer
facilities—based and resold BGAN service in the United States and to offer by resale Inmarsat B, C, M, mini—M and
M4 service using the Inmarsat 4F2 satellite (File No. ITC—214—20060413—00241, as amended by File No. ITC—
AMD—20060526—00294). As previously noted, these services were transitioned to the Inmarsat 4F3 satellite effective
January 7, 2009. Concurrently with this STA application, T&T Airtime is also filing applications to renewits STAs
(respectively, ITC—STA—20060531—00298 /as extended by File No. ITC—$TA—20090210—00092] and ITC—STA—
20060531—00299 [as extended by File No. ITC—STA—20090210—00091]) under Title II to offer BGAN service and
Inmarsat mini—M, M4, B and C services in the United States. All information in these other filings is incorporated
herein byreference.


           On December 2, 2008, T&T Airtime filed an additional STA (File No. SES—STA—
20081202—01522) requesting authority to operate under a slightly revised ownership structure
from that originally reported in the T&T Airtime BGAN Application. On December 16, 2008
T&T Airtime filed a supplement to this STA application reflecting the transition of Inmarsat‘s
BGAN service from the 4F2 satellite located at 52.75° W.L. to the 4F3 satellite at 97.65° W.L.
which became effective on January 7, 2009. This STA request was granted by the Commission
on December 18, 2008 with an authorization term through February 15, 2009. On February 10,
2009 T&T Airtime filed an STA extension request (File No. SES—STA—20090210—00162) which
was granted by the Commission on February 13, 2009 with an authorization term through April
16, 2009.

       As discussed in its underlying BGAN application and its original STA request
(incorporated herein by reference), renewal of this STA request is in the public interest because it
will allow U.S. customers to access faster, more flexible and more robust satellite broadband
services. In particular, BGAN is needed by the U.S. military and the public safety community,
which is seeking improved data speeds in the event of a large—scale natural disaster or terrorist
attack. T&T Airtime understands that grant of this requested STA will be without prejudice to
and will be conditioned on, the Bureau‘s action on the underlying applications (File No. SES—
LFS—20060522—00852) for a blanket license to operate its 20,000 METs with Inmarsat‘s BGAN
service.
