        SkyWave Mobile Communications Corp. (SkyWave) is granted Special Temporary
Authority (STA) for a period of 30 days, from November 20, 2008, to December 19, 2008, to use
the E030055 earth station license to communicate with the Inmarsat—2F1 satellite at 142° W.L. in
its previously authorized L—band frequencies in accordance with its STA request, the
Commission‘s rules, and the conditions set forth below.

        1.       All operations shall be on an unprotected and non—harmful interference basis; i.e.,
SkyWave shall not cause harmful interference to, and shall not claim protection from, any other
lawfully operating station. In the event of any harmful interference as a result of SkyWave‘s
operations, SkyWave shall cease operations immediately upon notification ofsuch interference,
and shall inform the Federal Communications Commission (FCC), in writing, immediately of
such an event.

       2.        With the exception of authority to communicate with the Inmarsat—2F1 satellite at
142° W.L., all technical parameters ofthe E030055 earth station shall remain as currently
licensed.

        3.       Within 20 days of this grant of STA, SkyWave shall file with the Commission the
applicable items ofinformation listed in Sections 25.114(c) and (d) ofthe Commission‘s rules,
47 C.F.R. §§ 25.114(c) and (d), for the Inmarsat—2FI satellite. If SkyWave does not file this
requested information within 20 days ofthis grant, this authorization will not be one relating to
an "activity of a continuing nature" for purposes of Section 1.62 of the Commission‘s rules and
Section 558(c) of the Administrative Procedure Act, and continuation of operations beyondthe
term ofthis authorization will require prior affirmative authorization by the FCC.

       4.      SkyWave is granted 30 days from the date ofthe release of this authorization to
decline the authorization as conditioned. Failure to respond within that period will constitute
formal acceptance ofthe authorization as conditioned.

        5.       This action is taken on delegated authority pursuant to 47 C.E.R. §0.261 andis
effective upon release. Petitions for reconsideration under 47 C.F.R. § 1.106 or applications for
review under 47 C.F.R. § 1.115 may be filed within 30 days of the date ofthe Public Notice
announcing this action.
