Universal Space Network, Inc.‘s application for Special Temporary Authority is GRANTED
WITH CONDITIONS beginning December 4, 2008 and ending January 3, 2009.

1. All operations shall be on an unprotected, non—interference basis to both government and non—
government operations.

2. All operations shall expire no later than 10—days from the date of launch.

3. All operations shall be limited to telemetry, tracking, and control (TT&C) during launch and
early orbit.

4. Universal Space Network will inform NTIA (edavison@ntia.doc.goyv, 202—482—5526) and the
FCC (Scott. Kotler@fcee.goy, 202—418—0596) at least 24 hours prior to the planned Iaunch and
commencement of operations ifthe launch is delayed beyond December 4, 2008.

5. Point of Contact for Operations is 949—863—1848 (California Network Management Center),
215—620—1123 (Program Compliance Manager Contact), and 215—394—0155 (Pennsylvania
Network Operations Center) and must be available while the frequencies are in use.
