     through 06/11/2008,           to use its Riverside, California earth station, E040125, to provide
     LEOP services for the Galaxy 18 satellite that is expected to be launched on 05/13/2008.

Dear Ms. Dortch:

Intelsat North America LLC (“Intelsat”) herein requests a grant of Special
Temporary Authority ("STA")‘ for 30 days, from May 13, 2008 through June
11, 2008, to use its Riverside, California earth station —— call sign EQO40125 —— to
provide launch and early orbit phase ("LEOP") services for the Galaxy 18
satellite that is expected to be Iaunched on May 13, 2008." The LEOP period is
expected to last approximately ten days.3

The Galaxy 18 LEOP operatlons will be performed in the followmg frequency
bands:

      e     5926.5 MHz and 6424.5 MHz in the uplink;
      *     4197,125 MHz and 4198.875 MHz in the downlink.

The LEOP operations will be coordinated with all operators of satellites that use
the same frequency bands and are in the LEOP path." All operators of satellites
in that path will be provided with an emergency phone number where the
licensee can be reached in the event that harmful interference occurs..




 ‘Intelsat has filed its STA request, an FCC Form 159, a $170.00 filing fee and
. this supporting letter electronically via the International Bureau‘s Filing System
  ("BES").
  * The permanent orbital location for Galaxy 18 is 123.0° W.L. See Polzcy
  Branch Information; Actions Taken, Report No. SAT—00477, File No. SAT—
  RPL—20070222—00035 (Oct. 26, 2007) (Public Notice).
  * Intelsat is seeking authority through June 11, 2008 to accommodate a possible
  launch delay.
  * SS/L Loral, which is managing the Galaxy 18 launch mission, is conductm7
  the coordination.

  STA because the operational parameters, provided as Exhibit A of this
  application, will exceed the power level limit set forth in Section 25.212(d) of
  the Commission‘s rules.

  Grant ofthis STA request will allow Intelsat to help launch the Galaxy 18
  satellite to the 123.0° W.L. location. This, in tum, wfll help ensurecontmmty of
  services at that location.
