Panamsat Licensee Corporation‘s Special Temporary Authority is GRANTED WITH
CONDITIONS from May 23, 2008 through June 21, 2008.

1. In the 10.95—11.2 and 11.45—11.7 GHz bands, the power flux—density at the Earth‘s surface
produced by emissions by the Turksat—3A satellite for all conditions and for all methods of
modulation shall not exceed the lowerof the values of(a) or (b) below:

       (a) —150 dB(W/m* ) in any 4 kHz band for angles of‘umml between 0 and 5 degrees
       above the horizontal plane; ~150 + (6—5)/2 dB(W/m ) in any 4 kHz band for angles of
       arrival (8) (in degrees) between 5 and 25 degrees above the horizontal plane; and —140
       dB(W/m) in any 4 kHz band for angles ofarrival between 25 and 90 degrees above the
       horizontal plane; or

       (b) —126 dB(W/m* ) in any 1 MHz band for angles of arrival between 0 and 5 degrees
       above the horizontal plane; —126 + (8—5)/2 dB(W/m) in any 1 MHz band for angles of
       arrival (8) (in degrees) between 5 and 25 degrees above the horizontal plane; and —116
       dB(W/m* ) in aany 1 MHz band for angles ofarrival between 25 and 90 degrees above the
       horizontal plane.

       NOTE: These limits relate to the powerflux density, which would be obtained under
       assumed free—space propagation conditions.

2. All operations shall be on an unprotected and non—harmfulinterference basis, i.e., Panamsat
Licensee Corporation shall not cause harmful interference to, and shall not claim protection
from, interference caused to it by any other lawfully operating station.
