Deere & Company IBFS File No. SES-STA-20070924-01310 The request of Deere & Company (Deere) for special temporary authority (STA) IS GRANTED. Accordingly, Deere is authorized for a period of 1 day, beginning and ending December 7, 2007, using the Inmarsat-3F4 satellite at 142o W.L. with a center frequency 1535.1525 MHz and an emission designator 2K50D1D in accordance with the terms, conditions, and technical specifications set forth in the Commission’s rules and this document. 1. As a result of the operations authorized by this STA, the aggregate downlink EIRP density at any geographical point within the United States from all Inmarsat satellites, shall not be increased, above the levels currently authorized. 2. Operations on the Inmarsat 3F4 satellite at 142o W.L. shall be on an unprotected basis. Deere shall not claim protection from, and is required to accept interference from, other lawfully operating satellites or radiocommunication systems. 3. Adequate guard bands shall be provided between the band edges of the carriers used by Deere and the band edges of MSV’s operations in order to preclude the possibility of unacceptable interference to MSV’s operations. 4. Any action taken or expense incurred as a result of operations pursuant to this special temporary authority is solely at Deere’s own risk. 5. The grant of this STA is not based on a finding that Inmarsat’s L-band operations are consistent with operation on a non-interference basis. 6. The grant of this STA is without prejudice to any future determination that the Commission may make as to whether Inmarsat’s L-band operations are consistent with operation on a non-interference basis. 7. This STA may be terminated or modified at the International Bureau's discretion, without a hearing, if conditions warrant. 8. This grant is issued pursuant to Section 0.261 of the Commission’s rules on delegated authority, 47 C.F.R. § 0.261, and is effective immediately. 9. Authority granted in this STA is without prejudice to the disposition of any related applications for regular authority. 10. This authorization is not one relating to an “activity of a continuing nature” for purposes of Section 1.62 of the Commission’s rules and Section 558(c) of the Administrative Procedure Act. Continuation of operations beyond the 1 day term of this authorization will require prior affirmative authorization by the FCC. 1

Washington, DC 20554 Re: Second Supplement to Deere & Company application for special temporary authority to operate receive—only mobile earth terminals IBFS File No. SES—STA—20070924—01310 Dear Ms. Dortch: By this letter, Deere & Company ("Deere") supplements and clarifies the above— referenced application for special temporary authority ("STA") to operate receive—only mobile earth terminals ("METs") from the Inmarsat IIIF4 satellite located at 142 degrees west longitude. Specifically, Deere is modifying its request by asking for emergency STA authority for the limited time period from 5:00 a.m. to 2:00 p.m. on December 7, 2007. The reason for this request is that Deere is currently utilizing the Inmarsat satellite located at 98 degrees west longitude to provide service to its customers. Stratos, the operator of the earth Boston station that is providing Deere with uplink authority for Deere‘s use of the Inmarsat at 98 Hartford degrees west, must shut down its earth station on an emergency basis to replace a jack Hong Kong screw in the earth station pointing mechanism. This emergency maintenance work will London Los Angeles be performed from 5:00 a.m. to 2:00 p.m. eastern time on December 7. New York Orange County In order to avoid an interruption of service to its existing customers, Deere intends to San Francisco utilize an uplink provided by Vizada to the Inmarsat IIHIF4 at 142 degrees. Deere is Santa Monica seeking this emergency STA in order to provide receive—only service to its MET Siticon Valley customers from the Inmarsat IIIF4. The public interest will be served by grant of this Tokyo request because the STA is needed for customers to receive continuous service.
