Dear Ms. Dortch:

              On May 18, 2007, Grupo W Com, a wholly owned subsidiary of Pegaso Banda
Ancha (collectively, "Pegaso") filed the above—referenced request for Special Temporary
Authority ("STA") to access certain extended Ku—band spectrum using the 1.2 meter Andrews
antenna specified in its existing, conventional Ku—band VSAT system (call sign EO50244, file
no. SES—MOD—20060718—01192).‘ By this letter, Pegaso clarifies that it seeks the STA solely on
a temporary basis.

                   As mentioned in the exhibit to Pegaso‘s request, Pegaso seeks non—interfering,
non—protected access to extended Ku—band spectrum due to the current shortage of affordable,
conventional Ku—band capacity in the United States. Grant of the STA would allow Pegaso to
promptly roll out broadband services to rural Latino and other underserved consumers. Pegaso
would continue, however, to actively seek out access to conventional Ku—band capacity as
market conditions evolve.

               It bears mention that the 1.2 meter Andrews antenna described in Pegaso‘s STA
request is designed for either conventional or extended Ku—band access. Accordingly, once
affordable conventional Ku—band access becomes available, Pegaso will be able to efficiently
vacate the extended Ku—band spectrum.




‘ As noted in the STA request, Pegaso would operate the VSAT system with an uplink at the
13.8—14.0 GHz band and a downlink at the 10.95—11.2 GHz and 11.45—11.7 GHz bands.
