Dear Mr. Johnston:

         On January 9, 2007, Horizon Mobile Communications, Inc. (Horizon) filed the above—
captioned application seeking authority to operate 20,000 Inmarsat mobile earth terminals
(METs) via the Inmarsat 4F2 AOR—E satellite at 52.75° W.L., using L—band frequencies.‘
Horizon amended the application on February 16, 2007 to clarify that it seeks authority to provide
Broadband Global Area Network ("BGAN") service only. Horizon also filed a request for
Special Temporary Authority (STA) to operate the BGAN MET‘s on January 12, 2007. We
request that Horizon provide, by amendment, additional information.

        First, in response to item E17 of Schedule B, Horizon indicates that it will not remotely
control the METs. Section 25.271 of the Commission‘s rules, 47 C.F.R. § 25.271, requires that
MET‘s, that are not remotely controlled, to be under the direct control of a trained operatorat the
site from which the MET operates. Because this method of operation may not be practical for a
large number of MET‘s, we request Horizon to clarify whetherit intends to remotely control its
MET‘s. If so, Horizon should answer "Yes" to item E17 and provide a response to items E61
through E68 of Schedule B.

        Second, Horizon proposes to operate in the 1544—1545 and 1645.5—1646.5 MHz bands.
The 1544—1545 and 1645.5—1646.5 MHz bands are limited to safety and distress communications
in accordance with Footnotes 5.356 and 5.365 of the Table of Frequency Allocations, 47 C.F.R. §
2.106. Horizon states that the requirements set forth in Sections 25.136(d)(2) and 25.136(d)(8) of
the Commission‘s rules, 47 CF.R. §§ 25.136(d)(2) and (d)(8), to handle maritime distress and
safety data communications do not apply to Horizon‘s proposed METs. Therefore, we request
that Horizon exclude the 1544—1545 and 1645.5—1646.5 MHz bands in items EA3/44 and E52/53
of Schedule B.

        Finally, pursuant to Section 25.111(a) of the Commission‘s rules, 47 C.F.R. § 25.111(a),
we request Horizon to clarify whether the type of modulation indicated in the link budget is


‘1525—1559 and 1626.5—1660.5 MHz bands.

associated with the BGAN MET‘s. Horizon should file this information as an amendment in
response to item E50 of Schedule B.

         Horizon should submit the requested information within thirty calendar days from the
date of this letter. Failure to submit the requested information will result in dismissal of the
application pursuant to Section 25.112(c) of the Commussion‘s rules.
