Call Sign: E980250 Grant Date: July 20, 2006 Loral Skynet Network Services, Inc.‘s (‘Loral") request for Special Temporary Authority, File No. SES—STA—20060710—01199, IS GRANTED.! Accordingly, Loral is authorized to operate an earth station in Kapolei, Hawaii (Call Sign: E980250), using conventional C—band frequabcies, 6427—6463 MHz Transmit (V.H), 41224158 MHz Receive (V,H1), to communi¢ate with the Telstar 18/ Apstar V/ Tongasat satellite at (Interational designation:2004—024A) the 138° EL. orbital location for the period of July 20, 2006 to Septembe 17, 2006 in accordance with the terms, conditions, and technical specifications set forth in its application, this Attachment and the Federal Communications Commissioh‘s ("Commission®) Rules. 1. Lorals earth station dperation shall be on a non—harmfulinterference basis, Le:, Loral shall not eause harmful interference to, and shall not claim protection from interference caused talt by, any other lawfully operating earth station or satelites 2.. In the event that any harmful interference occurs as a result of the earth station, Loral shall cease opgrations immediately upon notification of such interference and shall inform the Gommission in writing immediately of such an event. 3.. Loralis prohibited ffm sending or receiving any Direct—to—Home (DTH) service, Direct Broadcast Satellite (DBS) service, or Digital Audio Radio Service (DARS) to or from the satellit@, 4. Loral is prohibited fiom sending or receiving analog video services or any FM video television serviges to or from the satellite. 5. With reference to Article 18 of the ITU Radio Regulations, the United States is not the "government 67 the country to which" the satellte "is subject," and is not acting. on behalf of dy other government. Operations of earth station call sign (E980250) are expreisly conditioned upon that space station (or those space stations) having bech licensed, within the meaning of Article 18, by the government, or on beBialf ofthe government, of the country to which the station is subject. ! 6. Loral is only authofized to provide communication services from the Loral Kapolci, Hawaii earth station that would communicate to points in WTO member countries within the sitelite footprint. 7.. Loral is afforded 30 days from the date of release of this grant and authorization to decline this authorigation, as conditioned. Failure to respond within this period will constitute formallacceptance ofthe authorization, as conditioned.
