The request of Deere & Company (Deere) for special temporary authority (STA) IS GRANTED.
Accordingly, Deere is authorized from August 14, 2006 to September 13, 2006 using the Inmarsat 3F4
satellite at 142°W.L. with a center frequency of 1535.15 MHz and an emission designator of 2K50D1D in
accordance with the terms, conditions, and technical specifications set forth in the Commission’s rules
and this document.

1. As a result of the operations authorized by this STA, the aggregate downlink EIRP density at any
geographical point within the United States from all Inmarsat satellites, shall not be increased, above the
levels currently authorized.

2. Operations on the Inmarsat 3F4 satellite at 142°W.L. shall be on an unprotected basis. Deere shall not
claim protection from, and is required to accept interference from, other lawfully operating satellites or
radiocommunication systems.

3. Adequate guard bands shall be provided between the band edges of the carriers used by Deere and the
band edges of MSV’s operations in order to preclude the possibility of unacceptable interference to
MSV’s operations.

4. Any action taken or expense incurred as a result of operations pursuant to this special temporary
authority is solely at Deere’s own risk.

5. The grant of this STA is not based on a finding that Inmarsat’s L-band operations are consistent with
operation on a non-interference basis.

6. The grant of this STA is without prejudice to any future determination that the Commission may make
as to whether Inmarsat’s L-band operations are consistent with operation on a non-interference basis.

7. This STA may be terminated or modified at IB’s discretion, without a hearing, if conditions warrant.

8. This grant is issued pursuant to Section 0.261 of the Commission’s rules on delegated authority, 47
C.F.R. § 0.261, and is effective immediately.

9. Deere is afforded thirty days from the date of release of this action to decline this special temporary
authorization as conditioned. Failure to respond within this period will constitute formal acceptance of the
special temporary authorization as conditioned.

         EXHIBIT A — REQUEST FOR SPECIAL TEMPORARY AUTHORITY



        Deere & Company ("Deere"), pursuant to Section 25.120 of the Commission‘s Rules, 47
C.F.R. § 25.120, hereby requests Special Temporary Authority ("STA") to allow Deere to use
receive—only, non—common carrier, mobile earth stations operating in the L—band to downlink
transmissions from Inmarsat‘s IIIF4 satellite at 142° west longitude for a period of 30 days
beginning June 15, 2006, concluding July 14, 2006. Grant of this request will serve the public
interest by promoting more productive domestic farming operations, and by promoting the more
effective and efficient use of limited radio frequency spectrum.

        Since 2001, Deere has been equipping domestic agricultural equipment with its
GreenStar‘" precision farming system. The GreenStar‘" system employs receive—only vehicle
mounted StarFire mobile earth stations, which are currently licensed pursuant to IBFS File No.
SES—LIC—20010112—00051.          These earth stations receive L—band signals from the Inmarsat
geostationary satellite at 98° west longitude, and provide correctional data which enhances the
information the GreenStar‘" systems receives simultaneously from Global Positioning Satellites
("GPS"). This system enables the operators of domestic farming equipment to pinpoint their
location to within twenty (20) centimeters (+ 10). This precise positioning capability developed
originally to assist farmers in comparing the crop yields from various fields to determine, among
other things, the amount of fertilizer and seed appropriate for a particular field and crop has now
found additional important uses to improve farming efficiency. The GreenStar‘ system enables
farmers to manually record observations such as weed patches, crop appearance, and other field
variables with remarkable precision. When coupled to the vehicle steering system through the
Deere AutoTrack system it aids the operator to steer a more precise path when making repeated
passes over the same track thus greatly reducing crop and soil damage. The proposed testing
using the Inmarsat IIIF4 will aid Deere in evaluating routine modifications and improvements to
the GreenStar‘"" system, which has now been in field operation for approximately five (5) years.

       The proposed downlink transmissions for the above mentioned testing will be at 1535.15
MHz. This downlink fre_clluency is within the same band currently authorized for mobile earth
stations in the GreenStar‘" system under SES—LIC—20010112—00051. Please also note that the
proposed modifications and improvements to the receive—only GreenStar‘"" system will affect
software and hardware unrelated to the RF equipment, which will carry forward unaltered from
the already licensed system. Thus, permission to conduct the requested testing poses no
interference threat to other licensed occupants of the L—band or any other licensed band.

        In summary, grant of this STA will enable Deere to evaluate improvements to a system
that both increases the efficiency and yield of the domestic farming industry, and helps minimize
the amount of unnecessary fertilizer used by agricultural equipment enabled with the system.
Furthermore, because the system is receive—only, it presents no interference threat to other
occupants of the RF band. Accordingly, this application is in the public interest and should be
granted.

                Boston    By this letter, Deere & Company ("Deere") supplements and clarifies the above—
              Hartford    referenced application for special temporary authority ("STA") to conduct receive only
               London     testing in the L—band with the Inmarsat IIIF4 located at 142° west longitude. Please note
           Los Angeles    that a nearly identical supplemental letter was filed with the Commission on June 6,
            New York      2006. That letter inaccurately referenced the number of mobile earth stations participating
       Orange County      in testing. This letter has been filed to correct the aforementioned inaccuracy.
         San Francisco
         Silicon Valley   Specifically, Deere wishes to clarify that the proposed testing will be conducted at
                 Tokyo    1535.15 MHz, a frequency in the same band that is allocated to Deere‘s GreenStar©
         Walnut Creek     system pursuant to SES—LIC—20010112—00051. In addition, please be advised that the
          Washington      emission designators for the proposed STA are identical to those in SES—LIC—20010112—
                          00051. Finally, please be advised that Deere will conduct testing with no more than
                          twenty (20) receive only mobile earth stations.

                          Enclosed are four (4) copies of this filing. Please date—stamp the enclosed extra copy of
                          this filing and return it in the envelope provided. Please do not hesitate to contact the
