The request of FTMSC US, LLC (FTMSC) for special temporary authority (STA) IS GRANTED.
Accordingly, FTMSC is authorized for a period of 60 days, ending July 11, 2006, to operate up to 5,000
Broadband Global Area Network (BGAN) mobile earth terminals (MET‘s) using the Inmarsat 4F2, in
accordance with the terms, conditions, and technical specifications set forth in the Commission‘s rules
and this document.

1.   Neither the aggregate uplink EIRP densities in the direction of any other L—band satellite serving the
     United States, nor the downlink EIRP densities at any geographical point within the United States,
     shall be increased, above the levels previously authorized in connection with operations using the
     Inmarsat 3F4 satellite, as a result of the operations authorized by this STA.

     Operations on the Inmarsat 4F2 satellite shall be on an unprotected basis. FTMSC shall not claim
     protection from, and is required to accept interference from, other lawfully operating satellites or
     radiocommunication systems.

     Operations are permitted on those frequencies previously used for authorized U.S. MET operations on
     the Inmarsat 3F4 satellite, except that operations are not permitted on certain frequencies, made
     available to Inmarsat by MSV USA and MSV Canada as part of the operator—to—operator coordination
     process, the use of which is currently an issue pending in connection with FTMSC‘s request for
     regular authority.

     Adequate guard bands shall be provided between the band edges of the carriers used by FTMSC and
     the band edges of MSV*‘s operations in order to preclude the possibility of unacceptable interference
     to MSV‘s operations.

     Any action taken or expense incurred as a result of operations pursuant to this special temporary
     authority is solely at FTMSC‘s own risk.

     The grant of this STA is not based on a finding that Inmarsat‘s L—band operations are consistent with
     operation on a non—interference basis.

     The grant of this STA is without prejudice to any future determination that the Commission may
     make as to whether Inmarsat‘s L—band operations are consistent with operation on a non—interference
     basis.

     This STA may be terminated or modified at the International Bureau‘s discretion, without a hearing, if
     conditions warrant.

     FTMSC must notify each customer, in writing and prior to initiation of service, that BGAN
     operations on the Inmarsat 4F2 satellite are pursuant to a grant of special temporary authority that
     may be terminated or modified at any time.

10. Authority granted in this STA is without prejudice to the disposition of any related applications for
    regular authority.

11. This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47
    C.F.R. § 0.261, and is effective immediately.

    authorization as conditioned. Failure to respond within this period will constitute formal acceptance

                            DESCRIPTION OF STA REQUEST


       FTMSC US, LLC ("FTMSC") hereby respectfully requests Special Temporary Authority

("STA") for 60 days to provide Inmarsat‘s Broadband Global Area Network ("BGAN®") service

over the Inmarsat 4F2 satellite located at the 52.75° W.L. orbital location. This STA will allow

FTMSC to offer Inmarsat‘s BGAN service in the United States while the International Bureau

(‘Bureau") considers the underlying Title III Application previously filed by FTMSC. _          As

demonstrated below, grant of this application is in the public interest.      Further, grant of the

instant request shall not result in increased adverse interference to other L—band operators.

Because Inmarsat‘s BGAN services will be available for use in the United States starting April

17, 2006, FTMSC respectfully requests that this STA be granted no later than April 17, 2006 for

a minimum of 60 days.

       I.     BACKGROUND

       FTMSC‘s Title III Application is currently pending before the Commission.‘ FTMSC

hereby incorporates by reference its Title III Application, including all technical information,

ownership information and certifications, for purposes of this STA request.

       FTMSC‘s Application for Blanket License Authority to Operate 20,000 Mobile Earth
Terminals ("METs") using Inmarsat‘s BGAN service ("Title III Application") is currently
pending before the Commuission (under File Nos. SES—LFS—20051011—01369 and SES—AMD—
20051118—01602).

       Concurrently with this STA request, FTMSC is also filing an application for STA under
Section 214 to provide BGAN service in the United States.


       Inmarsat‘s BGAN services are expected to become available for use in the United States

starting April 17, 2006. In the event that the Bureau is unable to complete its review of the

FTMSC Section 214 Application by that date, FTMSC respectfully requests an STA to provide

the BGAN services on April 17, 2006 for a period of 60 days.

       IL.     PUBLIC INTEREST

       Grant of this STA request is clearly in the public interest.        Specifically, authorizing

BGAN services in the United States will allow U.S. consumers, including the U.S. military and

public safety community, to access needed broadband mobile satellite services.          Specifically,

BGAN service is IP based, offering variable data rates up to 492 kbit/s, including fully

symmetric services, and the circuit based services include both voice and 64 kbit/s ISDN.

BGAN operates at eight times the speed of the fastest mobile services available in the United

States (Inmarsat GAN), and 100 times faster than other mobile satellite services.             These

increased speeds will provide the U.S. military and public safety community with better

communications in the event of a large—scale natural disaster or terrorist attack.       During the

aftermath of Hurricanes Katrina, Rita and Wilma, FTMSC was pleased to be able to provide

these areas with access to much needed mobile satellite services." Prompt grant of this request

will ensure that the higher speeds offered by BGAN will continue to be available to government

agencies and other "first responders" when the next natural disaster or terrorist attack occurs.

       BGAN service is already available in Europe, Africa, Asia and the Middle East. Without

the requested STA, U.S. consumers will not have access to improved satellite broadband service

available elsewhere.   Grant of the instant request will allow U.S. consumers to subscribe to

FTMSC‘s BGAN service in the United States and use it around the world. Further, BGAN users

from other parts of the world will be able to operate their equipment in the United States.

         FTMSC understands that grant of this requested STA will be without prejudice to and

will be conditioned upon the Bureau‘s action on FTMSC‘s Title III Application.




         III.   TECHNICAL CONSIDERATIONS

         FTMSC‘s Title III Application is currently being held in abeyance pending the

Commussion‘s consideration of technical issues raised by Mobile Ventures LLC (“1\/18\/"").4

FTMSC responded to these issues in its Opposition dated December 7, 2005 . As explained in

the FTMSC Opposition, the proposed BGAN services will not result in increased harmful

interference to other L—band operators.

         IV.    CONCLUSION

         For the reasons set forth above, FTMSC respectfully requests that this STA be granted no

later than April 17, 2006.
