IWL Communications Inc DBA Caprock Servies‘s EW Communications) November 11, 2005 request for
specia temporary authority (STA), IBFS File No. SES—STA—20051 11 1—01556, 8 GRANTED to restore
communication services on the East Breaks 603 (Nansen) Oil Patform to provide digital voice and data services
to all platform personnel damaged by Huricane Katrina. Accordingly, IWIL Communications is authorized to
operate a C:Band fixed earthstation usinga 2.4 meter C—band antenna. All operationsare on an unprotected basis
in accordance with the erms, onditions,and technical specifications setforth n the Commission‘s rules this
document, and the STA application.
 1. IWL Communications shallcoortinate all ots operations so that no harmfulinterference shallbecaused to
any otherlawuily operatig satelfites or radiocommunication system. TWL Communications shallcease
opertions immediately upon notifation ofsuch interference and inform the Commission in writing immediately
ofsuch an event
2. IWL Communications is required t acceptinteference from other lwfilly opertingsteitesor
radiocommunication systems.
3. Anaction taken or expense ncurred asa result ooperations pursuantto this specil uthority is solely at IL
Communications‘s own ris.
4.: This grant is mited to the authorization of an antenna structure that s exempt, pursuant to Section 17.14 of
the Commission‘s ules, from the Federal Aviation Administrtion (FAA) notifeation requirements. 47 C.E.R 5
17.14, IWL Communications s instructed o review the rules concerming FAA notifcation crteria. See 47 C.F.R.
Part 17, Subpart B.

exposure ofhumansto radiofrequeney radiation in excess ofthe FCC exposure limits defined in 47 CFR.

limitsfor both occupationa/controll exposure and for general population‘incontrlled exposure, as defied in
these rule sections. Compliance can be accomplishe in most cases byappropriaterestrctionssuch as fencing.
Requirementsforrestrictions can be deternined by preditions based on calculations, modeling or by feld
measurements. The FCCs OET Bullti 65 (available oline at wwcgov/oct/rsafty) provides information
on predicting exposure levels and on methodsfor ensuring compliance, including the use of warning and alering
sizns and protective equipment for workers
6. This STA may be terminated at the Itermational Bureau‘s dicretion, without a hearing if conditions warrant.
Under no circumstances may the facilty(is) authorized violate the terms of an international agreementor treaty.
If an applicationfor permanent suthorit is on file withthe Commission, ths ction is taken without prejutice to
that applcation. The applican is required to post and/or reain a copy ofthis authorization as required by the
Commission‘s Rules.
7. This grant is issued i accordance wth emergency procedures put in place to provide communications in areas
affected by the Hurricane Katrina, Huricane Ria, nd/or Hurricanc Wilma. See Publi Notis (rel. Sept.1,
2005), DA 05—2515 (rl.Sept. 23, 2005), and DA 05—2763 (rl. Oct. 24, 2005).
8. This grant is issued pursuant o Section 0.261 othe Commission‘s rules on delogated authorit, 47 C.FR. §
0.261, and is effective immediately.
