Maritime Telecommunications Network, Inc.‘s (MTN‘s) October 28, 2005 request for special temporary authority
(STA), IBFS File No. SES—STA—20051028—01485, IS GRANTED to provide communication services to relief
workers and persons displaced by Hurricanes Katrina, Rita and Wilma. Accordingly, MTN is authorized to
operate a C—Band ESV network using a 4.5 meter C—band hub station located in Miramar, FL (25—58—54.6N, 80—
16—59.5W) to control five C—Band 2.4 meter remote ESVs operating on foreign—registered ships in the Gulf of
Mexico. All operations are on an unprotected basis in accordance with the terms, conditions, and technical
specifications set forth in the Commission‘s rules and this document.

1. MTN shall coordinate all of its operations so that no harmful interference shall be caused to any other lawfully
operating satellites or radiocommunication system. MTN shall cease operations immediately upon notification of
such interference and inform the Commission in writing immediately of such an event.

2. MTN is required to accept interference from other lawfully operating satellites or radiocommunication
systems.

3. Any action taken or expense incurred as a result of operations pursuant to this special authority is solely at
MTN‘s own risk.

4. This grant is limited to the authorization of an antenna structure that is exempt, pursuant to Section 17.14 of
the Commission‘s rules, from the Federal Aviation Administration (FAA) notification requirements. 47 C.F.R §
17.14. MTN is instructed to review the rules concerning FAA notification criteria. See 47 C.F.R. Part 17, Subpart
B.

5. MTN shall take all necessary measures to ensure that the antenna does not create potential exposure of humans
to radiofrequency radiation in excess of the FCC exposure limits defined in 47 CFR 1.1307(b) and 1.1310
wherever such exposures might occur. Measures must be taken to ensure compliance with limits for both
occupational/controlled exposure and for general population/uncontrolled exposure, as defined in these rule
sections. Compliance can be accomplished in most cases by appropriate restrictions such as fencing.
Requirements for restrictions can be determined by predictions based on calculations, modeling or by field
measurements. The FCC‘s OET Bulletin 65 (available on—line at www.fcc.gov/oet/rfsafety) provides information
on predicting exposure levels and on methods for ensuring compliance, including the use of warning and alerting
signs and protective equipment for workers.

6. This STA may be terminated at the International Bureau‘s discretion, without a hearing, if conditions warrant.
Under no circumstances may the facility(ies) authorized violate the terms of an international agreement or treaty.
If an application for permanent authority is on file with the Commission, this action is taken without prejudice to
that application. The applicant is required to post and/or retain a copy of this authorization as required by the
Commission‘s Rules.                                                       ‘

7. This grant is issued in accordance with emergency procedures put in place to provide communications in areas
affected by the Hurricane Katrina, Hurricane Rita, and/or Hurricane Wilma. See Public Notices (rel. Sept. 1,
2005), DA 05—2515 (rel. Sept. 23, 2005), and DA 05—2763 (rel. Oct. 24, 2005).

8. This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. §
0.261, and is effective immediately.
