Conditions for Grant of Katrina—related STA request September 2, 2005 Loral Skynet Network Services, Inc.‘s(Debtor—in—Possession) ("Loral") Sept. 2, 2005 request for special temporary authority (STA) 1S GRANTED. Accordingly, Loral is authorized from Sept. 2, 2005 to Oct. 1, 2005 to operate a 1.2 meter transportable Ku— band earth station to provide free VOIP and internet services in the areas affected by Hurricane Katrina on an unprotected non—interference basis in accordance with the terms, conditions, and technical specifications set forth in the Commission‘s rules and this document 1. Loral is not authorized to transmit on the earth station while in motion. 2. Points of Communication are limited to U.S. licensed satelltes or Non—U.S. Licensed Satelltes on the Permitted List 3. Loral shall coordinate all of ts operations so that no harmful interference shall be caused to any other lawfully operating satelltes or radiocommunication system. Loral shall cease operations immediately upon notification of such interference and inform the Commission in writing immediatelyof suchan event 4. Loral is required to accept interference from other lawfully operating satellites or radiocommunication systems. 5. Any action taken or expense incurred as a result of operations pursuant to this special authorityis solely at Loral‘s own risk. 6. The grant of the verbal STA request was issued in accordance with emergency procedures put in place to provide communications in areas affected by Hurricane Katrina. To ensure that the Commission has a complete record of the request and action taken, Loral is directed to file an electronic version ofits STA request submitted through IBFS as soon as possible. 7. This grant is issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated authority, 47 C.F.R. §.0.261, and is effective immediately. _. _.
