    Dear Ms. Dortch:

             DIRECTV Enterprises, LLC ("DIRECTV") filed the above referenced
    applications in connection with its plans for the launch and initial operations of the
    DIRECTV 8 satellite. At the time these applications were filed, DIRECTV anticipated
    that it would conduct in—orbit testing ("IOT") of the spacecraft‘s Direct Broadcast
    Satellite ("DBS") payload at the 99.2° W.L. orbital location for a period of up to eighteen
    (18) days ending June 23, 2005. DIRECTV has now decided not to conduct such testing
    at that location, which was the sole function to be served by earth station E980338.

             Accordingly, DIRECTV hereby (1) withdraws File No. SES—STA—20050512—
    00584 (relating to call sign E980338) in its entirety, and (2) withdraws only so much of
    the three remaining applications listed above as relate to IOT. To be clear, DIRECTV
    still seeks authority to conduct telemetry, tracking and command ("TT&C") operations
    with DIRECTV 8 in the DBS band as described in those latter three applications, using
    the following frequencies:

                            Uplink:               17307 MHz
                            Downlink:             12203.25 and 12203.75 MHz

    Accordingly, only those portions of the latter three applications related to IOT are
    affected in any way by this change in plans.
